【摘要】: 21世纪是世界科技日新月异、知识经济突飞猛进、国际竞争日趋激烈的世纪,也是中国基本实现现代化的世纪。在瞬息万变的时代大潮中,科技和教育已成为推动现代化进程的主要推动力,并发挥着越来越重要的作用。科学技术是第一生产力。科技的不断进步可以缓解人口、资源和环境对区域发展的压力。科技进步导致了社会生产力的迅速提高,为人类带来了巨大的物质财富,已经成为社会生产力发生质的飞跃的重要标志。此外,科学技术的发展水平已经成为衡量一个国家综合国力的主要因素,成为衡量一个国家发达与否的重要标志。在国内外的经济、社会发展中,科技进步所起的作用越来越大,科技进步对经济增长的贡献已经明显超过资本和劳动力的作用。作为一种潜在的生产力,科学技术一旦运用到实践中去,就会变成强大的物质力量,成为发展生产和实现现代化的重要推动力量。 科技转化为现实的推动力需要人力资源的支撑,人口的数量和质量决定了人力资源发挥作用的效率水平。人口数量在一定程度上影响了人口素质提高的程度和速度,并进一步影响经济和社会的可持续发展。而人口和劳动力素质的提高依赖于教育水平,因此教育的发展是经济发展的根本大计。按照教育的公平性、普遍性和可获得性的原则发展教育产业,对社会经济环境优化与发展具有重要意义。另外,不同区域地理及经济的差异性导致了教育水平的非均衡性,因此,只有从统筹规划的角度将“治贫”与“治愚”相结合,才能提高劳动者的整体文化素质,逐步掌握科学技能,实现对现代化发展的推动作用。 我国在实现现代化的进程中应积极发展科技和教育。目前,“科教兴国”已成为我国的一项基本国策。本文在阅读和分析国内外相关文献以及调查、统计数据的基础上,对科技、教育与现代化发展的关系进行了深入研究。首先,通过理论基础和国内外研究现状的阐述对现代化基本内涵和我国现代化阶段进行界定,获得了我国现代化发展的基本特征。并且对现代化发展的系统构成进行了分析,从而认识到科技、教育对现代化的重要支撑作用。在此基础上,为深入认识科技、教育与现代化的发展状况,针对科技、教育与现代化发展进行了国际比较分析,反映出我国科技、教育与现代化的发展与国外发达国家存在较大差距,且国内布局存在非均衡性。在第五章中,根据科技环境支撑主体的不同将科技系统分为“E型科技子系统”和“G型科技子系统”;根据教育对象的类型不同将教育系统分为“基础教育子系统”“高等教育子系统”和“职业教育子系统”,并通过探索性因子分析方法对科技和教育系统的构成要素进行识别。根据科技子系统和教育子系统的内部结构,利用结构方程模型(Structural Equation Modeling,简称为SEM)验证了科技、教育系统与现代化发展的关系假设,并从定量角度建立了科技、教育与现代化发展关系的机理模型。正是由于科技、教育与现代化发展的强相关性,论文第七章从资源有效配置的角度,采用非均一评价的DEA方法对科技、教育投入-产出系统的演化和分布效率进行了综合评价。最后,根据科技、教育与现代化的系统分析、内部作用机理及资源配置效率状况测度的研究结论,提出了驱动我国现代化发展的对策与建议。
