我国高校行政管理效率评价研究

【摘要】:随着高校办学规模的不断扩大、办学层次的不断提升,办学水平的不断提高以及内部管理体制的不断深化,行政管理的地位和作用更加突出,工作任务日渐繁重和复杂。不断变化的新形势对高校行政管理工作提出了更高要求,其工作效率和工作质量直接影响着学校各项工作的效率和质量,更关系到高校的社会形象与信誉。 本文主要采用文献研究法和实证分析法,对我国高校一般的组织结构、行政管理效率存在的普遍性问题、高校管理效率评价体系、高校管理效率改进措施等方面进行了全面的系统的研究,以期为我国高校行政管理绩效的提升提供有益的建议。 文章共分为四部分内容:首先对我国高校管理现状进行综述,简述了我国高校行政管理发展历程,结合文献研究分析我国高校行政管理的特点以及我国高校行政管理存在的问题。其次通过文献研究找出影响我国高校行政管理绩效的具体因素,明晰高校的法人属性,确定高校非营利组织性质,以非营利组织的绩效管理理论指导高校行政管理绩效评价体系的建立,选取资金管理、目标管理、教学管理、学生管理、人事管理、公益管理等六个评价指标,结合“4E”评估法建立我国高校行政管理绩效评价模型。最后,以笔者所在院校SY大学作为实证研究对象,应用“4E”评价体系和方法进行实际考察,对其行政管理绩效进行评价并给出提升的对策。
[Abstract]:With the constant expansion of university education, the educational level of continuous improvement, deepening and improve the level of internal management system, status and function of administrative management is more prominent, the task is arduous and complicated. The changing new situation put forward higher requirements for university administrative work, the work efficiency and work quality directly affects the efficiency and quality of the work of the school, but also related to the social image of University and reputation.
This paper mainly uses the literature research method and Empirical Analysis on the organization structure of China's colleges and universities in general, common problems of administration efficiency, management efficiency evaluation system of colleges and universities, colleges and universities to improve the efficiency of management measures and other aspects of a comprehensive study of the system, provide useful suggestions in order to improve the performance of China's university administration.
This article is divided into four parts: the first review of the management of colleges and universities in China, the development process of China's administrative management of colleges and universities is introduced, combining with literature analysis of the characteristics of administrative management in Colleges and universities and the existing problems of administrative management in Colleges and universities. Secondly, through the literature research to find out the specific factors that affect the performance of China's university administration the legal attribute of clear universities, non-profit organizations to determine the properties of non University, to set up performance management theory in the university administrative performance evaluation system of non profit organization, selection of fund management, target management, teaching management, student management, personnel management, public management and other six evaluation indicators, combined with the "4E" method to establish evaluation university administration performance evaluation in our model. Finally, in the author's College of SY University as the research object, the application of the "4E" evaluation system and method of It evaluates the performance of its administrative management and gives the countermeasures to improve it.
