泰国朱拉隆功大学内部质量保障体系的研究

【摘要】:高等教育质量保障体系是建立在高等教育质量保障活动和高等教育质量保障机构基础之上的有机整体。高等教育质量保障体系是时代发展的产物,是高等教育大众化的必然要求,也是世界高等教育发展的趋势。 朱拉隆功大学作为高等教育质量保障的先行者,是泰国高等院校学习的榜样,在一定程度上代表了泰国高等教育的未来。因此,以朱拉隆功大学作为样本对泰国高等教育质量保障体系进行研究是最显而易见的选择,本文就将以朱拉隆功大学为例,具体研究其质量保障体系。 本文详细地介绍了朱拉隆功大学高等教育质量保障体系,主要分为两部分: 第一部分将朱拉隆功大学高等教育质量保障体系划分为3个发展阶段,即:第一阶段(2000年—2004年),质量保障体系的建立和发展(QA SystemDevelopment);第二阶段(2004年—2008年),内部评估标准的制定(Internal Benchmarking);第三阶段(2008年—2012年),外部评估标准的制定(External Benchmarking)。 第二部分详细分析了当前朱拉隆功大学使用的4类质量保障体系,分别是:一是教学机构,主要负责教育和教学,其质量保障体系应以CU-QA84.1为准;二是研究机构,主要负责学术研究,其质量保障体系应以CU-QA84.2为准;三是管理部门,该机构的核心任务是管理和支持学校各部门各种内部和外部的活动,,对于管理部门的质量保障体系应以CU-QA84.3作为指导标准;四是学术服务部门,其主要职责是为学校各个部门提供学术服务,CU-QA84.4适用于指导这类机构制定他的质量保障体系。 此外,按照朱拉隆功大学质量保障体系可以有两类不同的标准,分别对应于朱拉隆功大学的质量体系认证的最低要求和标准要求。最低要求保持质量的稳定和平稳,而标准要求则在保证质量的稳定发展的情况下,强调质量的提升。 基于前面这些讨论,我们进一步评述了朱拉隆功大学质量保障体系的优点和缺点,并对朱拉隆功大学质量保障体系的缺点给出了个人的建议。
[Abstract]:Higher education quality assurance system is an organic whole based on higher education quality assurance activities and institutions. Higher education quality assurance system is the product of the development of the times. It is the inevitable requirement of the popularization of higher education and the trend of the development of higher education in the world. Chulalongkorn University, as the pioneer of quality assurance of higher education, is the example of Thai higher education, and to some extent represents the future of Thai higher education. Taking Chulalongkorn University as a sample, it is the most obvious choice to study the quality assurance system of higher education in Thailand. This paper will take Chulalongkorn University as an example to study the quality assurance system in detail. This paper introduces the quality assurance system of higher education in Chulalongkorn University in detail, which is divided into two parts: The first part divides the quality assurance system of higher education in Chulalongkorn University into three stages: the first stage (2000-2004). The establishment and development of quality assurance system; The second stage (2004-2008), Internal criteria for internal evaluation; The third stage (2008-2012), the formulation of external evaluation criteria. The second part of the detailed analysis of the current Chulalongkorn University used four types of quality assurance system, respectively: one is the teaching institutions, mainly responsible for education and teaching. Its quality assurance system should be based on CU-QA84.1; Second, research institutions, mainly responsible for academic research, its quality assurance system should be based on CU-QA84.2; Third, the management department, the core task of the organization is to manage and support all kinds of internal and external activities of the school departments, the quality assurance system of the management department should take CU-QA84.3 as the guiding standard; Fourth, academic service department, its main duty is to provide academic service for each department of the school. CU-QA84.4 is suitable for guiding this kind of organization to formulate its quality assurance system. In addition, according to the Chulalongkorn University quality assurance system, there can be two different types of standards. Corresponding to the minimum requirements and standard requirements of quality system certification of Chulalongkorn University respectively. The minimum requirements maintain the stability and stability of the quality while the standard requirements ensure the stable development of quality. Emphasis on quality improvement. Based on these discussions, we further comment on the merits and demerits of the quality assurance system of Chulalongkorn University, and give some personal suggestions on the shortcomings of the quality Assurance system of Chulalongkorn University.
