高校在产学研合作教育模式中的角色分析

【摘要】:近年来,随着知识经济和市场经济的不断深入发展,国家财政对教育投入的大幅增长,产学研合作教育模式取得的飞速发展和阶段性成果。但该模式的教育供给和广大人民群众对优质教育资源的需求之间,还存在着一定的距离。在借鉴美国、日本、德国等先进发达国家的产学研合作教育模式的发展经验的同时,结合我国产学研合作教育模式的发展历程和国内现阶段的相关研究,提出高校在产学研合作教育发展中的几种主要角色建构模式,这对探究高校在产学研合作教育模式发展中的角色转变具有很重要的意义。 借助分工演进理论、新兴古典经济学和激励理论,发现高校在产学研合作教育模式发展中的角色建构中存在着如下问题:参与者及其相互之间的关系复杂,交易成本较高,主要是显性交易成本和隐形交易成本;供求不平衡,表现为供过于求或者供大于求,即教育供求双方的愿望都得不到满足,教育的供给量和需求量不相等;教育机会供给与个人需求不平衡,教育产品供给与社会用人单位需求的不平衡;完善的合作成果奖励机制和激励机制尚未建立,全方位的绩效考核指标体系不健全,导致了在产学研合作中各利益方的主观意向和能动性不足,高校自身的投入和产出不协调,即利益分配不健全;知识转移效率低,涉及到高校和科研机构、企业、知识、专家、中介机构、转移情景几个相关主体;由发展环境混乱、缺乏有效监管、服务内容单一、从业人员提供的服务水平与层次偏低、创新主体关系游离导致的科技中介服务体系不完善。 根据实际情况,可以提出这样的管理策略和制度改进建议:一是保障教育持续稳定发展所需投入,明确“以政府拨款为主,其他多种渠道为辅”的多元化高等教育投资体制,保证高校产学研合作教育模式的顺利进行,实现各合作方和社会各界的“多赢”;二是充分发挥高校的自身优势,促使高等教育逐步成为社会的中心、知识经济的发动机、知识经济社会运转的轴心、科教兴国的主力军;三是完善产学研合作教育评估体系,有原则、有标准的综合运用多种评价方式;四是完善激励机制,充分考虑产学研合作中高校角色构建的保健因素和激励因素;五是通过明确科技服务项目,,完善服务内容、增强内部人员素质,提高服务效率、加强与国内外科技中介机构的合作充分发挥科技中介机构的桥梁作用。当前应善于借助这些制度措施,进最大限度发挥高校教育资源的优势,提高其办学水平与教学质量,从而实现多赢的发展目标。
[Abstract]:In recent years, with the continuous development of knowledge economy and market economy, the national financial investment in education has increased substantially. The rapid development and stage achievement of the cooperative education model of industry, college and research. However, there is still a certain distance between the educational supply of this model and the demand for high-quality education resources by the broad masses of the people, so as to draw lessons from the United States. Japan, Germany and other advanced developed countries in the development of the model of industry-university-research cooperation education experience, combined with the development of China's industry-university-research cooperative education model development process and domestic research at the present stage. It is of great significance to explore the role transformation of colleges and universities in the development of industry-university-research cooperative education mode by putting forward several main role construction models in the development of production-university-research cooperative education. With the help of the theory of division of labor evolution, new classical economics and incentive theory, it is found that there are the following problems in the role construction of colleges and universities in the development of industry-university-research cooperative education mode: the participants and their relationship are complex. The transaction cost is high, mainly the explicit transaction cost and the invisible transaction cost; The imbalance of supply and demand is manifested in oversupply or oversupply, that is, the desire of both sides of educational supply and demand is not satisfied, and the quantity of supply and demand of education is not equal; The imbalance between the supply of educational opportunities and the demand of individuals, and the imbalance between the supply of educational products and the demand of social employers; The perfect reward mechanism and incentive mechanism of cooperation results have not been established, and the comprehensive performance appraisal index system is not perfect, which leads to the lack of subjective intention and initiative of all stakeholders in the cooperation of industry, college and research. The input and output of colleges and universities are not coordinated, that is, the distribution of benefits is not perfect; The efficiency of knowledge transfer is low, which involves several related subjects such as universities and scientific research institutions, enterprises, knowledge, experts, intermediary organizations and transfer scenarios. Due to the confusion of development environment, lack of effective supervision, single service content, low level and level of service provided by practitioners, imperfect service system of science and technology intermediary caused by the dissociation of innovation subject relationship. According to the actual situation, we can put forward such management strategy and system improvement suggestions: first, to ensure the sustained and stable development of education needs investment, clearly "mainly on government funding." The diversified investment system of higher education, which is supplemented by various other channels, ensures the smooth progress of the cooperative education mode of production, college and research in colleges and universities, and realizes the "multi-win" of each partner and all walks of life of the society; Second, give full play to the advantages of colleges and universities, and promote higher education to gradually become the center of society, the engine of knowledge economy, the axis of the operation of knowledge economy society, and the main force of revitalizing the country through science and education; Third, improve the evaluation system of industry-university-research cooperation education, have principles and standards of comprehensive use of a variety of evaluation methods; Fourth, perfect the incentive mechanism and fully consider the health care factors and incentive factors of the role construction of universities in the cooperation of industry, college and research; Fifth, through the clear science and technology service project, consummates the service content, enhances the internal personnel quality, enhances the service efficiency. Strengthen the cooperation with domestic and foreign science and technology intermediary organizations to give full play to the bridge role of science and technology intermediary organizations. At present, we should be good at taking advantage of these system measures to maximize the advantages of educational resources in colleges and universities. Improve the level of running schools and teaching quality, so as to achieve the development goal of win-win.
