英国大学科研影响力评估机制及其启示

【摘要】：英国大学科研评估是全球科研评估的典范。2014年实施的科研卓越框架(REF)评估体系中新增了科研影响力评估模块,更多地关注研究质量以及科研对经济社会的影响。科研影响力评估是英国科研评估制度改革的重要突破点,也是英国谋求大学科研创新和卓越性的重要体现。英国大学科研影响力评估的评估方法、评估标准以及评估过程表现出很多创新特征:谋求跨学科和协同创新的评估单元分类设计;基于"案例+模板"的同行评议方式;基于"深度"和"重要性"融合的评估标准;评估与审核相结合的严密评估过程。
[Abstract]:The UK university research assessment is a model of global research assessment. In 2014, the Framework of Excellence in Scientific Research (REFF) evaluation system was added to assess the impact of scientific research. Pay more attention to the quality of research and the impact of scientific research on the economy and society. Evaluation of the impact of scientific research is an important breakthrough in the reform of the scientific research evaluation system in the United Kingdom. It is also an important embodiment of the UK's pursuit of innovation and excellence in university research. Evaluation criteria and evaluation process show many innovative features: classification design of assessment units seeking interdisciplinary and collaborative innovation; peer review based on "case template"; evaluation criteria based on "depth" and "importance" fusion; A rigorous assessment process that combines assessment with audit.
