高等学校内部“学术特区”建设研究

【摘要】:我国高等学校承担着科教兴国和人才强国的双重使命,是国家创新体系的重要组成部分,在建设创新型国家中具有不可替代的作用。“学术特区”建设作为我国高等学校内部管理体制改革、科研组织创新的新路径,对我国建设世界一流大学、引进和培养领军人才有着重要的意义。 通过借鉴设立“经济特区”促进了中国经济腾飞的经验,将其理论依据移植到“学术特区”的建设上来,归纳了“学术特区”的定义、特点、功能定位及运行机制,我们了解到:将“学术特区”建设的“试验性”、“示范性”和“带动性”功能来影响我国高校管理体制改革的创新,,把握了学校自身的特色优势学科与新兴学科的交叉,建立起一种能让引进的高层次人才充分发挥作用的体制机制,从而使得他们一直保持处于学术前沿的研究状态。 在高校深入贯彻落实科学发展观、引领高水平学科发展、培养高水平科研团队及提升高校学术研究影响力的推动下,我国高校内部“学术特区”建设取得了比较显著的成效,引进和培养了一大批高层次学术人才,取得了一些高水平、高效率的研究成果。但与此同时,我们也应该清醒的认识到,高校在“学术特区”建设的过程中也存在着许多不容忽视的问题,如“学术特区”建设的总体规划有待加强、管理机制有待完善、成员的团队协助意识缺乏、建设环境有待优化等。 以美国洛斯阿拉莫斯国家实验室和英国剑桥大学卡文迪许实验室这两个国际领先的学术研究机构作为案例研究对象,为我国高校新型的科研组织“学术特区”的建设提供了参考与借鉴:在运行管理模式上,给予更多的自主权;在交叉学科研究上,形成多方联合的局面;在人才培养方式上,构建学习型组织文化;在对外交流与科研合作上,形成虚拟组织。 最后,对我国高校内部“学术特区”建设路径做了一些探索,分析认为:要以“学术特区”建设为载体和纽带,创新科研组织结构和管理方式,将有限资源集中在具有辐射效应和应用前景的“学术特区”上。
[Abstract]:Colleges and universities in our country undertake the dual mission of rejuvenating the country through science and education and strengthening the country by talents, and are an important part of the national innovation system. The construction of "academic special zone", as a new way to reform the internal management system and the innovation of scientific research organization, is an irreplaceable role in the construction of an innovative country. It is of great significance to introduce and train leaders. By drawing lessons from the experience that the establishment of "special economic zones" promoted China's economic development, the theoretical basis was transplanted to the construction of "academic special zones", and the definition, characteristics, functional orientation and operation mechanism of "special economic zones" were summarized. We have learned that the "experimental", "exemplary" and "belt" functions of the construction of the "academic special zone" will affect the innovation of the reform of the management system of our country's universities, and grasp the intersection between the special advantages of the school itself and the emerging disciplines. An institutional mechanism should be set up to enable the high-level talents to play their full role, so that they can keep their research status at the forefront of the academic field. With the promotion of carrying out the scientific development concept, leading the development of high-level disciplines, cultivating high-level scientific research teams and promoting the influence of academic research in colleges and universities, the construction of "academic special zones" in colleges and universities in China has achieved remarkable results. A large number of high-level academic talents have been introduced and trained, and some high level and high efficiency research results have been achieved. But at the same time, we should also be soberly aware that, There are also many problems that can not be ignored in the process of the construction of "academic special zones" in colleges and universities. For example, the overall planning of the construction of "academic special zones" needs to be strengthened, the management mechanism needs to be improved, and the members' sense of team assistance is lacking. The construction environment needs to be optimized. Taking Los Alamos National Laboratory in the United States and Cavendish Laboratory of Cambridge University in the United Kingdom as the case study subjects, It provides a reference for the construction of "academic special zone", a new type of scientific research organization in colleges and universities in our country: giving more autonomy in the mode of operation and management, forming a situation of multi-party union in the research of interdiscipline, and the way of training talents. Construct learning organization culture and form virtual organization in foreign exchange and scientific research cooperation. Finally, this paper makes some explorations on the construction path of "academic special zone" in colleges and universities in our country. The author thinks that the construction of "academic special zone" should be regarded as the carrier and link, and the organizational structure and management mode of scientific research should be innovated. Concentrate the limited resources on the "special academic zone" with radiation effect and application prospect.
