越南河内高校教师人力资源开发研究

【摘要】：随着经济-社会全球化的发展和知识经济时代的到来，高等教育正面临着种种挑战。而高校是培养人才的基地，因此，必须努力打造一支高素质、高水平的教师队伍。胡志明主席曾说过：“没有教师就没有教育”，“学生好坏都由教师培养出来的”。他指出教师队伍对教育、教育质量起着重要作用，因此，做好高校教师开发就是高校要深化人事制度改革、提高教育质量。越南共产党已对教育制度有所改变，在党的十一次会议上越南共产党提出了对教育改革的方案，教师队伍的要求有所改变：教育就是思想革命中的重要部分；必须要培养学生，实行学习要跟着实践连在一起的教育原则，教育要与生产劳动者结合成一片，学校要跟社会连在一起。通过这次会议之后，我国教育，尤其是高等教育事业获得了良好的成绩。但是，河内高校教师人力资源还存在的不足之处：高校教师数量少，学历层次偏低，具有经验的教师队伍显老化等方面的问题。高校教师人力资源的开发不仅直接影响到高校未来的发展，还直接影响到国家社会-经济发展的前途。因此，如何对高校教师人力资源进行合理开发成了高校人力资源管理者要面对的重大问题。文章首先提出了论文的选题背景、研究目的与意义、研究内容与方法、创新点。接下来阐述了人力资源开发的理念，，理论基础以及高效教师人力资源开发的概念，同时对国内外研究现状进行总结分析。然后，通过对越南河内高校教师人力资源开发现状进行分析，发现河内高校教师人力资源开发存在的问题。最后，本研究针对这些问题，提出了解决高校人力资源开发的措施及可行性的建议。
[Abstract]:With the development of economic and social globalization and the arrival of the era of knowledge economy, higher education is facing various challenges. High level of teachers. "students are trained by teachers." he pointed out that teachers play an important role in education and the quality of education, so, To do a good job of teacher development in colleges and universities is to deepen the reform of personnel system and improve the quality of education. The Communist Party of Vietnam has changed the education system. At the 11th session of the Communist Party of Vietnam, the Communist Party of Vietnam put forward the plan of the education reform. The demands of the teachers have changed: education is an important part of the ideological revolution; We must train students, implement the educational principle that learning must be linked with practice, that education should be integrated with productive workers, and that schools should be linked to society. In particular, the cause of higher education has achieved good results. However, there are still some shortcomings in the human resources of teachers in colleges and universities in Hanoi: the number of teachers in colleges and universities is small, and the level of academic qualifications is on the low side. The development of human resources of teachers in colleges and universities not only directly affects the future development of colleges and universities, but also directly affects the future of the social-economic development of the country. How to reasonably develop the human resources of university teachers has become an important problem that university human resource managers have to face. Firstly, the paper puts forward the background, research purpose and significance, research contents and methods, innovation points of the thesis. Then, it expounds the concept of human resource development, the theoretical basis and the concept of efficient teacher human resource development. At the same time, this paper summarizes and analyzes the current situation of research at home and abroad. Then, by analyzing the present situation of human resource development of university teachers in Hanoi, we find out the problems existing in the development of human resources of university teachers in Hanoi. Finally, this study aims at these problems. This paper puts forward some measures and feasible suggestions to solve the problem of human resource development in colleges and universities.
