【摘要】：我国政府对社会和经济发展干预性较强，大学生数量增长也有明显的政策干预痕迹。由于大学生数量增长超过就业岗位供应，我国大学生失业率居高不下。很多大学生毕业就失业，大量失业的大学生不仅对社会和谐发展构成影响，还导致人们对大学教育的信心缺失，不再继续对子女进行教育投资。在此情况下，政府仍旧继续执行增加大学生数量的政策，而在扩大大学生就业市场规模上进展无良好措施。解决就业是很多国家政府的首要任务，我国地方政府也应承担起降低大学生失业率的责任，，这些责任包括改变教育模式、调控经济发展方式、拓展大学生就业岗位、转变大学生就业思想和鼓励大学生创业等。目前我国地方政府虽然推行了一些措施和政策帮助大学生就业，但总体来说，这些措施力度应进一步加强，政策改革应加快，以使大学生就业与社会发展协调一致。本文调查了大学生就业现状，目前大学生失业率长期居高不下，既存在大学生找不到工作，专业不对口以及高工资岗位少的现象，也存在大量劳动密集型企业招不到工的状况。由此，文章分析了政府在大学生就业问题中的责任缺失,包括对大学生就业问题未引起足够重视，产业结构未调整到位，社会文化氛围对大学生不够宽容，大学生就业的市场机制未充分发挥作用等。在分析现实中存在的这些问题后，文章对政府在大学生就业中的责任担当进行了研究，包括组织管理责任、教育改革责任、开发岗位责任等。通过对地方政府责任担当的透彻分析，文章最后论述了地方政府在解决大学生就业问题中应该采取的措施，包括控制大学生数量、拓展大学生就业市场和实现大学生与社会顺利对接。并在此基础上，将地方政府应采取的措施进一步细化，分为预防性措施、促进性措施和形成良性发展性措施。其中预防性措施，包括对大学生数量、经济发展形势、新技术革命的预期等；促进性措施包括产业结构调整、开发大学生就业岗位、宣传疏导大学生思想等、形成良性发展措施包括促进大学生岗前培训工作和建立鼓励大学生创业的机制等。这些措施的落实到位，不仅将形成大学生就业的良性机制，还将使大学生个人前途与社会发展紧密联系在一起，促进整个社会和谐发展。

Many college students are unemployed after graduation. A large number of unemployed college students not only have an impact on the harmonious development of society, but also lead to a lack of confidence in university education. No more investment in the education of children. In this case, the government continues to implement the policy of increasing the number of university students. However, there are no good measures to improve the scale of the employment market for college students. Solving employment is the primary task of many governments. Local governments in our country should also assume the responsibility of reducing the unemployment rate of college students. These responsibilities include changing the educational model. Adjust and control the way of economic development, expand the employment posts of college students, change their thinking on employment and encourage them to start their own businesses, etc. At present, although our local governments have implemented some measures and policies to help college students find jobs, generally speaking, These measures should be further strengthened and the policy reform should be accelerated in order to make the employment of college students coordinate with the social development. This paper investigates the present employment situation of college students, and the unemployment rate of college students remains high for a long time. There are not only the phenomenon that college students can't find a job, but also the lack of high salary jobs, and there are also a large number of labor-intensive enterprises unable to find jobs. Therefore, the article analyzes the lack of responsibility of the government in the employment of college students. It includes not paying enough attention to the employment of college students, not adjusting the industrial structure in place, not tolerating the social and cultural atmosphere to the college students, not giving full play to the market mechanism of college students' employment, etc. After analyzing these problems in reality, This paper studies the responsibility of the government in the employment of college students, including the responsibility of organization and management, the responsibility of education reform, the responsibility of developing the post, etc. Through the thorough analysis of the responsibility of the local government, Finally, the paper discusses the measures that should be taken by the local government in solving the problem of college students' employment, including controlling the number of college students, expanding the employment market of college students and realizing the smooth docking between college students and society. The measures to be taken by local governments are further divided into preventive measures, promotional measures and benign developmental measures, including the number of college students, the situation of economic development, the expectation of the new technological revolution, etc. Promotional measures include industrial restructuring, the development of employment posts for college students, and the promotion and channelling of college students' ideas. The formation of positive development measures includes promoting the pre-job training of college students and establishing a mechanism to encourage college students to start a business. The implementation of these measures will not only form a sound mechanism for college students' employment, It will also make the personal future of college students closely linked with the social development and promote the harmonious development of the whole society.
