大学生新资助政策体系与高校学生资助工作响应研究

【摘要】：党中央、国务院历来高度重视家庭经济困难学生资助工作。多年来高等院校响应党中央,国务院的号召,对家庭贫困学生开展了有效的资助工作,通过高校资助工作帮助一大批大学生完成学业,发展成为社会中坚力量。近年来,以国家奖学金、国家助学金和国家助学贷款为主体的新资助体系的实施,大幅度加大了对家庭经济困难大学生的资助强度,扩大了资助面,为维护教育公平、保证经济困难大学生顺利完成学业做出了积极贡献。本文以高等教育学和行政管理学为理论支撑,以我国高校学生资助实践情况为基础,运用多种方法进行综合研究。通过研究分析了新资助体系实施以来的成效及当下高校资助工作面临的主要困难,指出了在资助制度的完善、资助工作的健全、资助育人功能的发挥等方面存在的问题,提出一定解决方案,积极构建一套科学的,规范的,高效的资助工作体系,使高校的资助工作更加体系化、透明化、公平化。
[Abstract]:The CPC Central Committee and the State Council have all along attached great importance to the work of subsidizing students from economically disadvantaged families. Over the years, institutions of higher learning have responded to the call of the CPC Central Committee and the State Council to carry out effective financial assistance work for poor students from families. To help a large number of college students complete their studies through the work of university financial aid, and to develop into the backbone of society. In recent years, the implementation of the new financial aid system, which is dominated by state scholarships, state grants and state student loans, It has greatly increased the intensity of financial assistance to college students from economically disadvantaged families and expanded the scope of financial assistance, in order to safeguard the equity of education. This paper is based on the theoretical support of higher education and administrative management, and on the practice of student financial assistance in our country. Through the research and analysis of the results since the implementation of the new funding system and the main difficulties faced by the current funding work in colleges and universities, the paper points out the improvement of the funding system and the improvement of the funding work. In order to make the financial aid work more systematic, transparent and fair, the author puts forward some solutions and actively constructs a set of scientific, standardized and efficient financial aid work system.
