高校教育基金会投资策略初探

【摘要】：社会捐赠作为高校教育经费的重要来源之一,随着我国经济社会的发展对高校的贡献力正在逐渐增强,已成为高校发展中的一项重要工作。为了更加科学规范的管理社会捐赠,许多高校成立了教育基金会。现阶段,我国高校教育基金会的投资活动处于探索阶段,存在工作人员专业性不强、投资规模小、投资方式单一、投资收益率低等问题。此外,美国高校教育基金会的投资运作经验证明：高校教育基金会的成功投资运作,不仅能促进高校教育基金会的发展壮大,还能为高校的教学、科研、建设等提供坚实的资金支持。因此,如何通过高校教育基金会合理有效的投资运作,提高投资收益是我国高校教育基金会亟待解决的问题之一。笔者通过网络、期刊等渠道收集了高校教育基金会开展投资运作的相关资料,对基金会投资运作工作有了深刻的了解；通过对我国大部分公布了财务信息的高校教育基金会财务数据的统计分析,阐述了基金会投资运作的现状及存在的问题；通过与不同高校教育基金会工作人员的交谈,分析了基金会投资运作中存在问题的原因。具体而言,现阶段,我国高校教育基金会在社会捐赠资金的投资运作上存在投资规模小、投资方式单一、投资收益率低以及管理制度不完善等问题。这主要是由我国高校教育基金会发展时间短、投资经验不足、内部运行机制不完善、专业人才建设不足以及政府支持力度不够等原因所致。美国高校教育基金会在资产的筹集、使用、投资等方面都达到专业化水平。其中,美国高校教育基金会的年均投资收益率高达两位数,已成为美国市场经济的重要组成部分。本文的研究中隐含着比较的视角,笔者通过文献法收集了美国高校教育基金会投资运作的相关资料,总结了美国高校教育基金会投资运作的经验,如基金会资金募集经验、投资管理经验以及投资方式经验等。此外,笔者以Z大学教育基金会为个案,具体分析了其成功运作的原因。在此基础上,结合我国高校教育基金会的实际情况,提出了一些完善我国高校教育基金投资策略的建议。完善高校教育基金会的资金管理机制,如高校教育基金会可通过完善筹资机构建设、重视校友工作、丰富捐赠形式等途径完善资金筹集机制,扩大基金会规模,为基金会的投资提供更多的资金支持；通过建立专门的投资管理委员会、完善投资决策机制、建立独立的财务系统等途径完善投资管理机制,提高基金会投资的科学性；通过完善评价和监管机制,提升基金会的公信力；通过建立风险委员会,增强基金会对投资风险的管理。加强对高校教育基金会管理者和工作人员的培养和管理,提升其专业性,如参加培训、会议等。通过整合资产、集中管理、委托管理、合作交流等方式搭建高校教育基金会的合作之路,促进高校教育基金会积极开展投资活动。通过金融投资方式多元化、实业投资与金融投资相结合等方式建立多元的投资方式,分散投资风险,提高投资收益率。通过争取政府在政策、税收、投资管理法律体系等方面的支持,为高校教育基金会的营造良好的投资环境。
[Abstract]:Social donation as one of the important sources of funding for higher education, with the contribution of China's economic and social development of colleges and universities are increasing, has become an important work in the development of colleges. The author through the network, periodicals and other ways to collect the related data of higher education fund investment operations carried out, have a deep understanding of the fund investment operation work; through our most published financial information of the University Education Foundation statistical analysis of financial data, this the current situation of fund investment operation and problems; the staff with higher education foundation talk analysis foundation problems in the investment operation. With a comparative perspective, the author has collected the related data of American higher education fund investment operation through the literature, summarized the American higher education foundation investment operation experience, such as fund raising funds, investment management experience and investment experience. In addition, the author takes Z university education foundation for the case, analyzes the reasons for its successful operation. On this basis, combined with the actual situation of China's higher education foundation, puts forward some improvement in China School education fund investment strategy recommendations. Through the integration of assets, centralized management, client management, Cooperation to build a university education foundation of the road of cooperation, promote the university education fund will actively carry out investment activities. Through the diversification of financial investment, industrial investment and financial investment combined with other ways to build a diversified investment, diversify investment risks, improve the rate of return on investment.
