高校信息公开网站内容结构优化及移动开发实践

【摘要】:信息透明化、公开化是人类社会民主、文明进步的重要表现。高校信息公开作为国家深化教育体制改制的重要部分,因其能增加高等教育办学的透明度,提升校园师生及社会公众对高校事务管理的参与度而越来越受到各级教育行政管理部门和高校领导层的重视。自2010年教育部颁布《高校信息公开办法》以来,全国各级高校都通过多种途径开展此项工作,由于现代互联网技术具有低成本、散播快、交互性强并跨跃时间空间的优势,多数高校都依托现有校园网建立了信息公开专网或相应栏目,这就在一定程度上满足了社会公众对高等教育工作的知情权和监督权。然而由于高校网站构建人员对于公开信息内涵理解的偏差,或管理层重视程度不足,又或具体实施部门对《办法》中要求公开信息归类不明等原因,许多高校信息公开网站都存在结构零乱,类目构建不足或重复及过于繁冗的子类目结构等现象。为解决这一问题本文将内容分析法引入,首先进行了研究设计,制定出与课题相关的研究流程,在样本选取上采用等比例层次抽样的方法,最大限度保证样本相对于总体的体表性;以政策法规作为分析的限定单元,确保分析单元尺度准确,并在此基础上完成了类目的构建;通过与样本高校信息公开内容结构的比较,得出编码结果,并对编码结果进行信度和效度测量,结果表明信度结果可以接受并具有一定的效度;在描述性结论中,分别分析了目前各高校一级类目和二级类目存在的问题及原因,结合编码结果归纳出相对规范的高校信息公开结构并应用于后期的移动系统开发实践中。
[Abstract]:The transparency and openness of information is an important manifestation of democracy and civilization progress of human society. As an important part of the country's reform of the educational system, information openness in colleges and universities can increase the transparency of higher education. Increasing the participation of campus teachers and students and the public in the management of university affairs has been paid more and more attention by educational administrative departments and university leaders at all levels. Since the Ministry of Education promulgated the "measures for the opening of University Information" in 2010, Colleges and universities at all levels throughout the country have carried out this work through a variety of channels. Due to the advantages of modern Internet technology in terms of low cost, rapid dissemination, strong interactivity and leaps and bounds in time and space, Most colleges and universities rely on the existing campus network to establish a special network for information disclosure or corresponding columns. To a certain extent, it satisfies the public's right to know and supervise the work of higher education. However, because of the deviation of university website builders' understanding of the connotation of public information, or the insufficient attention of the management, Or for reasons such as the specific implementation departments' classification of the required public information in the "measures" is unclear, many university information disclosure websites have a disorganized structure. In order to solve this problem, the content analysis method is introduced in this paper, firstly, the research design is carried out, and the research flow related to the subject is worked out. The method of equal proportion stratified sampling is adopted in the sample selection to ensure the sample's surface quality relative to the whole to the maximum extent, and the policy and regulations are taken as the limited unit of analysis to ensure the accuracy of the size of the analysis unit. On this basis, the construction of categories is completed, and the coding results are obtained by comparing with the information disclosure content structure of the sample universities, and the reliability and validity of the coding results are measured. The results show that the reliability results are acceptable and have certain validity. Combined with the coding results, the relative standard structure of university information disclosure is summed up and applied to the later mobile system development practice.
