高校学科发展绩效评价研究

【摘要】:学科是高校的基本组成单元,高校的发展归根到底依靠学科的发展。近年来,虽然我国的高等教育规模不断壮大,科研成果和社会服务也有了突飞猛进的发展,然而我国高校学科发展中依然存在很多困难和瓶颈。有选择有重点分批次地建设有特色的优势学科,通过提高部分学科的水平来带动所有学科的协调有序快速发展,这将是我国高校发展的一条重要举措和可行办法。开展学科发展绩效评价是推动学科建设和发展的根本措施和有力保障。 本研究在调研国内外高校学科发展绩效评价研究的基础上,依据学科生命周期理论、学科投入产出理论和绩效管理理论,对高校学科发展进行了绩效评价研究。分析了高校学科发展绩效评价的特点和作用,提出了建立高校学科发展绩效评价指标体系应该遵循的六个设计理念和五个设计原则,设计了高校学科发展绩效评价指标体系的构成要素,并详细讨论了高校学科发展绩效评价指标体系的实施过程。最后以山西某高校为例,对其具有一级学科博士点的学科进行了学科发展绩效评价的实证研究。 本研究的主要内容包括如下几方面: 一、本研究将学科生命周期理论、学科投入产出理论和绩效管理理论相结合,将其运用于高校学科发展绩效评价的研究中,使学科评价结果更加全面合理。 二、本研究提出了建立高校学科发展绩效评价指标体系的应该遵循的六个设计理念和五个设计原则,使提出的高校学科发展绩效评价指标体系具有广泛的适用性。 三、本研究依据高校学科发展绩效评价的理论基础和指标体系,对山西某高校的具有一级学科博士点的学科进行了实证研究。本研究通过理论与实践相结合,使得研究结果具有理论意义和现实意义。
[Abstract]:Discipline is the basic unit of colleges and universities. The development of colleges and universities depends on the development of disciplines in the final analysis. In recent years, although the scale of higher education in China continues to grow, scientific research achievements and social services have also developed by leaps and bounds. However, there are still many difficulties and bottlenecks in the development of university disciplines in China. This will be an important measure and feasible method for the development of colleges and universities in China. Based on the research on the performance evaluation of discipline development at home and abroad, this study is based on the life cycle theory, the input-output theory and the performance management theory. This paper studies the performance evaluation of the discipline development in colleges and universities, analyzes on the characteristics and functions of the performance evaluation of the discipline development in colleges and universities, and puts forward six design concepts and five design principles that should be followed in the establishment of the performance evaluation index system for the discipline development in colleges and universities. This paper designs the constituent elements of the evaluation index system of the discipline development performance in colleges and universities, and discusses in detail the implementation process of the performance evaluation index system for the discipline development of colleges and universities. Finally, taking a certain university in Shanxi as an example, An empirical study on the performance evaluation of discipline development is carried out. The main contents of this study are as follows:. First, this study combines the theory of subject life cycle, the theory of subject input and output and the theory of performance management, and applies it to the research of performance evaluation of discipline development in colleges and universities, which makes the results of subject evaluation more comprehensive and reasonable. Secondly, this study puts forward six design concepts and five design principles to establish the evaluation index system of discipline development performance in colleges and universities, which makes the proposed evaluation index system of discipline development performance evaluation have wide applicability. Thirdly, according to the theoretical basis and index system of the performance evaluation of discipline development in colleges and universities, this paper makes an empirical study on the subjects with first-degree discipline doctoral programs in a certain university in Shanxi Province, which combines theory with practice. The research results have theoretical and practical significance.
