引进人才在黑龙江高校发展中作用发挥的影响因素研究

【摘要】:二十世纪以来,高等教育得到了飞速的发展,高校间人才的流动和人才资源建设形成了当前高校科学发展新的时代特征。高校引进人才也随着高校的发展应运而生。随着1978年改革开放号角的吹响,高考恢复,我国高等教育逐步走向正轨。我国高等教育迎来了前所未有的发展契机,高等教育在我国蓬勃发展,为国家的经济建设和社会发展做出了重要的贡献。但我国高校师资队伍建设尚不完善,高校引进人才不能发挥其应有的作用。在高校发展中,如何利用好高校引进人才,发挥引进人才作用,让引进人才更好的为学校和学生服务都成为了亟待解决的问题,因而引进人才在高校发展中作用发挥的影响因素研究成为了一种必然趋势。 本文通过对黑龙江省高校引进人才的现状研究之后,归纳了引进人才在黑龙江省高校发展中存在的问题,主要有五个方面:引进人才在教学科研、在团队建设、在人际关系、在高校发展作用、在生活方面中存在的问题。同时对原因进行了剖析,主要有五方面的原因:高校引进人才使用、培养、管理、退出机制不完善;高校引进人才与学科团队建设融洽性的不足;缺乏对高校引进人才较为准确的定位与清晰的规划;缺乏对高校引进人才科学合理的绩效评价体系;缺乏对高校引进人才的人文关怀。 本文总结之前的研究成果的基础上,假设引进人才在黑龙江省高校发展中作用发挥的影响因素,运用回归分析法对因子进行分析,分析结果显示高校的学科发展基础、学术环境与氛围、人事管理制度、科研经费、薪酬福利以及高校对家属安置都对引进人才在黑龙江省高校发展中作用发挥产生影响,其中最重要的因子是高校对家属安置。 最后,针对引进人才黑龙江省高校发展中出现问题提出有效的对策和建议。从完善高校引进人才的使用、培养、管理、退出机制,,加强高校引进人才与学科团队建设和融合,明确高校引进人才在高校发展中的定位与和清晰的规划,构建科学合理的绩效评价体系对高校引进人才进行考评,加强对高校引进人才的人文关怀这5个方面提出对解决问题有效的对策。
[Abstract]:Since the 20th century, higher education has developed rapidly. The flow of talents and the construction of talent resources between colleges and universities have formed the new characteristics of the present scientific development of colleges and universities. The introduction of talents in colleges and universities has come into being with the development of colleges and universities. With the sound of the horn of reform and opening up in 1978, the college entrance examination has resumed. China's higher education is gradually on the right track. China's higher education has ushered in an unprecedented opportunity for development, and higher education has flourished in our country. It has made important contributions to the national economic construction and social development. However, the construction of teachers in colleges and universities in our country is not perfect, and colleges and universities can not bring talents into full play. In the development of colleges and universities, how to make good use of talents brought in by colleges and universities, It has become an urgent problem to play the role of introducing talents to serve schools and students better, so the research on the influencing factors of the role of imported talents in the development of colleges and universities has become an inevitable trend. After studying the present situation of introducing talents in colleges and universities in Heilongjiang Province, this paper sums up the problems existing in the development of colleges and universities in Heilongjiang Province, mainly in five aspects: introducing talents in teaching and scientific research, team building, interpersonal relations, and so on. At the same time, the reasons are analyzed, there are five main reasons: the use, training, management, withdrawal mechanism is not perfect; The lack of harmony between the introduction of talents and the construction of discipline teams, the lack of a more accurate orientation and clear planning for the introduction of talents, the lack of a scientific and reasonable performance evaluation system for the introduction of talents in colleges and universities; Lack of humanistic care for talents introduced in colleges and universities. On the basis of summing up the previous research results, this paper hypothesizes the influential factors of the role of imported talents in the development of colleges and universities in Heilongjiang Province, and analyzes the factors by means of regression analysis. The results show that the academic development of colleges and universities is based on the analysis results. The academic environment and atmosphere, personnel management system, scientific research funds, salary and welfare, as well as colleges and universities to the family placement all play a role in the development of colleges and universities in Heilongjiang Province, the most important factor is the placement of families in colleges and universities. Finally, some effective countermeasures and suggestions are put forward to solve the problems in the development of colleges and universities in Heilongjiang Province. In order to improve the mechanism of using, training, managing and withdrawing talents from colleges and universities, we should strengthen the construction and integration of talent introduction and discipline team in colleges and universities. This paper clarifies the orientation and clear plan of the talent introduction in colleges and universities, and sets up a scientific and reasonable performance evaluation system to evaluate the talents introduced in colleges and universities. This paper puts forward some effective countermeasures to solve the problems in five aspects: strengthening humanistic care for talents imported from colleges and universities.
