高校学术不端行为治理研究

【摘要】:近年来,学术不端事件禁而不止,其治理进入了“攻坚期”,其突出表现为违规者职务、职称、社会地位增高,项目与管理腐败不断增加,科研经费腐败、钱学交易严重等等。种种学术不端破坏了学术的严肃性,阻碍了人才的培养,阻碍了学术的健康发展,损害了高校的声誉,以至于颠覆了社会的诚信体系。高校学术不端行为之所以会成为一种社会“通病”,其成因是多方面的,不仅有行政过分干预学术限制学术自由的因素,也有高校自身学术评价体系以及学术界流行的“马太效应”导致学术资源分配不公的因素,与国家相关法律法规的缺失、社会舆论监督功能的不足也有重要关系,而学者自身的学术道德失范则是学术不端行为发生的重要内因。从治理理论出发,认为治理高校学术不端,需要政府、高校及学者三个层面的合作互动。在政府治理方面,首先是要转变政府的职能及角色,使政府不再是高校教育管理的唯一权力中心;要成立专门机构拓宽监督渠道,完善法律法规加大惩处力度,同时也要设立举报网站,加强舆论监督等;高校则要加强自治,改革学术管理制度如学术评价及奖惩机制、专著出版与论文发表机制等;作为学术活动的主体,学者也要加强自身的学术道德修养,以德治学。只有政府、高校及学者三方共同努力,建立起一种合作服务式的治理体系,高校学术不端行为才能从根本上得到遏制。
[Abstract]:In recent years, academic misconduct Jinerbuzhi, its governance has entered a crucial period, the outstanding performance for the illegal positions, titles, social status increased, and project management of corruption continue to increase research funding, corruption, money trading and so on. All sorts of serious misconduct undermines the seriousness of academic, hinders the cultivation of talents, hinder the healthy development of the academic, damage the reputation of universities, to subvert the social credit system. Academic misconduct has become a social common problem, its causes are many, not only has the administrative intervention factors of academic restrictions on academic freedom, there are universities and academic academic evaluation system the popular "Matthew effect" factors that lead to the unfair distribution of academic resources, and lack of relevant national laws and regulations, lack of supervision of public opinion function also has an important relationship, and scholars The anomie of academic morality is the important internal cause of academic misconduct. Starting from the theory of governance, governance that academic misconduct, the need for government, cooperation and interaction between three levels of universities and scholars. In terms of governance, the first is to change the government function and role, the government is no longer the only power center of higher education management; to set up special institutions to broaden the channels of supervision, improve laws and regulations to increase the punishment, but also to set up a reporting website, strengthen the supervision of public opinion; colleges and universities should strengthen the reform of management system such as academic autonomy, academic evaluation and incentive mechanism, and the mechanism of monographs; as a subject of academic activities, scholars have to strengthen the academic moral self-cultivation, by virtue of learning. Only the government, universities and scholars from three countries to establish a cooperative governance system service, college student The misconduct of the art can be fundamentally restrained.
