国际化背景下江苏省高等教育服务贸易的比较优势研究

【摘要】:近几年,,江苏省内出国留学人数急剧攀升,教育服务进口额不断扩大,教育服务贸易常年处于逆差状态,如何提高江苏省教育服务水平,促进教育服务贸易的出口是一个亟待解决的问题。 本文第一章为绪论,是对本文的研究背景的概述。第二章是对高等教育服务贸易比较优势的一般研究,包括高等教育服务贸易的定义与提供方式,比较优势理论在教育服务贸易中的应用,以及高等教育服务贸易比较优势的研究方法三个部分。第三章是江苏省高等教育服务贸易出口的现状分析,包括江苏省接受留学生,省内合作办学,网络远程教育以及面临的挑战等四个方面。第四章研究了江苏省高等教育服务贸易的比较优势,然而,通过对江苏省高等教育服务贸易比较优势的RCA,RTA,NRCA指数进行测算,结果显示江苏省均不具有比较优势。第五章从三方面阐述了澳大利亚高等教育服务贸易发展的经验:完善的教育供给体系,以需求为导向的国际化课程与合作和政府对教育产业的法律和政策支持。通过借鉴澳大利亚发展经验,为江苏省高等教育服务的发展提供具体的政策建议,这不仅为江苏省带来直接的经济利益,促进高等教育服务贸易的出口,也为我国创造创新型国家和实现经济繁荣发展提供技术人才,促进社会的进步。 在研究影响高等教育服务贸易比较优势的决定因素时发现,教育服务市场是不完全竞争的市场结构,需要同时考虑供给和消费者需求,以及政策对市场结构的影响;其次高校作为高等教育服务的提供者,其重要性不容忽视,因此高等教育服务贸易比较优势的决定因素应该包括要素禀赋、消费者偏好、市场结构与高校核心竞争力。结合江苏省高等教育服务贸易的现状,将其比较优势概括为四方面:供给方面(包括基本要素禀赋,如地理、气候、经济等和高等要素禀赋,如高校数量、师资、服务价格等);需求方面(对消费者偏好的影响因素包括地域经济教育合作、专业服务、历史文化积淀等);市场结构(主要考察政府政策对教育市场的影响)与高校核心竞争力(优势学科的比较优势)。通过借鉴澳大利亚高等教育服务贸易发展经验,结合江苏省自身情况,从完善现有高等教育服务体系和推动高等教育服务贸易新模式的发展两方面阐述对策建议。
[Abstract]:In recent years, the number of people studying abroad in Jiangsu Province has risen sharply, the import of educational services has been constantly expanding, and the trade in education services has been in deficit all the year round. How to improve the level of education services in Jiangsu Province? Promoting the export of education service trade is an urgent problem to be solved. The first chapter is an introduction, which is an overview of the research background of this paper. The second chapter is the general research on the comparative advantage of higher education service trade, including the definition and the way of providing higher education service trade, and the application of comparative advantage theory in education service trade. And higher education service trade comparative advantage research method three parts. The third chapter analyzes the current situation of higher education service trade export in Jiangsu Province, including four aspects: accepting foreign students in Jiangsu Province, running a school in cooperation within the province, network distance education and the challenges faced. The fourth chapter studies the comparative advantage of service trade in higher education in Jiangsu Province. However, by measuring the RCARTA-NRCA index of the comparative advantage of service trade in higher education in Jiangsu Province, the results show that none of Jiangsu Province has comparative advantage. The fifth chapter expounds the experience of Australian higher education service trade development from three aspects: perfect educational supply system, demand-oriented international curriculum and cooperation, and the government's legal and policy support to the education industry. By using Australia's development experience for reference, this paper provides specific policy suggestions for the development of higher education service in Jiangsu Province, which not only brings direct economic benefits to Jiangsu Province, but also promotes the export of higher education service trade. It also provides technical talents for the creation of innovative country and economic prosperity and promotes social progress. In the study of the determinants of the comparative advantage of higher education service trade, it is found that the educational service market is an incomplete competitive market structure, which needs to consider both supply and consumer demand, as well as the impact of policies on the market structure; Secondly, as the provider of higher education service, the importance of colleges and universities can not be ignored. Therefore, the determinants of comparative advantage of higher education service trade should include factor endowment, consumer preference, market structure and core competitiveness of colleges and universities. Combined with the current situation of service trade in higher education in Jiangsu Province, the comparative advantages are summarized in four aspects: supply (including basic factor endowment, such as geography, climate, economy, and higher factor endowment, such as the number of colleges and universities, teachers, etc. Price of services, etc.; demand (factors affecting consumer preferences include regional economic and educational cooperation, professional services, etc.) Historical and cultural accumulation, market structure (mainly investigating the influence of government policies on education market) and the core competitiveness of colleges and universities (comparative advantage of superior disciplines). Based on the experience of the development of higher education service trade in Australia and the situation of Jiangsu Province, this paper expounds the countermeasures and suggestions from two aspects: perfecting the existing service system of higher education and promoting the development of a new mode of service trade in higher education.
