高校横向科研经费管理困局及出路

【摘要】：正长期以来,高校科研经费按其来源分为"纵向科研经费"与"横向科研经费"。纵向科研经费主要指来自财政资金的研究经费;横向科研经费是指非直接来自政府部门,而是高校通过与企事业单位进行技术服务、技术支持、技术合作及科研成果转让等服务性项目获得的研究经费。多年来,高校横向科研经费虽然在总量上呈稳定增长的趋势,但同时其管理上却出现了一些失范现象,并引起社会和政府的高度关注。譬如,近年来,教育部、财政部及各省
[Abstract]:For a long time, scientific research funds in colleges and universities are divided into vertical research funds and horizontal scientific research funds according to their sources.
