高校辅导员绩效评估指标体系研究

【摘要】:中共中央高度重视高校辅导员队伍建设问题,先后出台一系列政策,以促进辅导员队伍的建设。辅导员工作在大学生思想政治教育的第一线,承担着引导大学生形成正确的世界观、人生观、价值观的重要使命。辅导员工作能力的强弱及工作效果的优良,对大学生良好心理品质和优良品格的形成具有重大影响。运用绩效评估理论对高校辅导员工作进行评估,是贯彻落实中央16号文件,推进大学生思想政治教育工作,提升辅导员自身素质,加强辅导员队伍建设的关键环节。高校辅导员队伍建设是一项系统的工程,需要多方努力和配合,其中,辅导员绩效评估指标体系的构建是关键,因为科学合理的辅导员绩效评估指标体系能够有效提升辅导员工作能力,但是当前辅导员绩效评估指标体系却不够科学,普遍存在:评估指标来源单一,评估指标项目繁杂,评估指标内容落后、评估指标权重确定不合理,评估指标结果不受重视等问题,需要进一步改进与优化。因此,本文在找出存在问题及分析成因的基础上,,对辅导员绩效评估指标体系设计进行进一步优化,以期能为构建科学的高校辅导员绩效评估体系提供借鉴和参考。 本文分为四部分:第一部分:绪论。主要介绍研究背景、研究现状、研究意义、研究思路及研究方法。第二部分:高校辅导员绩效评估指标及体系。在明确了绩效评估指标的含义和来源的基础上,梳理出高校辅导员绩效评估指标的含义及来源,并总结出高校辅导员绩效评估指标体系的含义及特征。第三部分:高校辅导员绩效评估指标体系存在的问题及成因。第四部分:高校辅导员绩效评估指标体系的构建。首先,对高校辅导员工作进行分析和定位。其次,明确高校辅导员绩效评估指标体系构建应遵循的主要原则,并设计出高校辅导员绩效评估指标体系的基本框架。再次,从指标内容的细化、指标权重的设置、指标标准的编制及指标体系的优化四个方面出发,对高校辅导员绩效评估指标体系进行具体的构建。最后,对所构建的高校辅导员绩效评估结果进行处理,并挖掘其潜能,发挥其价值。
[Abstract]:The CPC Central Committee attaches great importance to the construction of college counselors, and has issued a series of policies to promote the construction of counselors. Counselors work on the front line of college students' ideological and political education, and undertake the important mission of guiding college students to form correct world outlook, outlook on life and values. The strength of counselors' working ability and the excellent working effect have great influence on the formation of college students' good psychological quality and good character. Using the theory of performance evaluation to evaluate the work of college counselors is the key link to carry out the No. 16 document of the Central Committee, to promote the ideological and political education of college students, to improve the quality of counselors and to strengthen the construction of counselors. The construction of college counselors is a systematic project, which needs many efforts and cooperation, among which, the construction of the evaluation index system of counselors' performance is the key. Because the scientific and reasonable evaluation index system of counselors' performance can effectively improve the work ability of counselors, but the current evaluation index system of counselors' performance evaluation is not scientific enough, and generally exists: the source of evaluation index is single, the evaluation index project is complicated. The content of evaluation index is backward, the weight of evaluation index is not reasonable, the result of evaluation index is not paid attention to, and so on, which need to be further improved and optimized. Therefore, on the basis of finding out the existing problems and analyzing the causes, this paper further optimizes the design of the evaluation index system of counselors' performance in order to provide reference and reference for the construction of a scientific evaluation system of college counselors' performance. This article is divided into four parts: the first part: introduction. This paper mainly introduces the research background, research status, research significance, research ideas and research methods. The second part: college counselors performance evaluation index and system. On the basis of defining the meaning and source of the performance evaluation index, the author sorts out the meaning and source of the performance evaluation index of college counselors, and summarizes the meaning and characteristics of the performance evaluation index system of college counselors. The third part: the problems and causes of college counselors' performance evaluation index system. The fourth part: the construction of the evaluation index system of college counselors' performance. First of all, the work of college counselors is analyzed and positioned. Secondly, the main principles that should be followed in the construction of college counselors' performance evaluation index system are defined, and the basic framework of university counselors' performance evaluation index system is designed. Thirdly, from the following four aspects: the refinement of index content, the setting of index weight, the establishment of index standard and the optimization of index system, the paper constructs the performance evaluation index system of college counselors. Finally, this paper deals with the results of college counselors' performance evaluation, excavates their potential and gives full play to their value.
