高校生源缩减的原因、影响与应对策略

【摘要】：高校生源是数量和质量的统一。在未来10年左右,高校生源将呈现出数量逐年递减,录取率和毛入学率逐年增加的新趋势,既具有提高高等教育大众化程度、为基础教育全面实施素质教育创造有利条件、提高学校资源的生均占有率等积极作用,又具有降低办学效益、降低生源质量、制约人才队伍建设等消极影响。为化消极不利为积极有利,提出下列应对策略:政府与学校共同作用应对生源缩减;加强有关政策引导和提高国内高校对生源的吸引力;提高家庭经济收入和减轻或延缓家庭经济负担;提高就业率和已就业者的收入水平;通过高考改革落实基础教育全面实施素质教育的各项措施提高生源质量;加快高中阶段教育的普及速度和实行开门办学增大生源数量等。
[Abstract]:The university student source is the unification of quantity and quality. In the next 10 years or so, the number of college students will decrease year by year, and the acceptance rate and gross enrolment rate will increase year by year. It will not only improve the popularization of higher education, but also create favorable conditions for the comprehensive implementation of quality education in basic education. The positive effects such as increasing the average share of school resources, reducing the efficiency of running a school, reducing the quality of students, restricting the construction of talent team, etc. In order to turn negative disadvantages into positive ones, the following countermeasures are put forward: government and schools work together to cope with the reduction of student resources, strengthen the relevant policy guidance and enhance the attraction of domestic universities to students; To raise the family income and reduce or delay the family economic burden; to raise the employment rate and the income level of the employed persons; to improve the quality of students through the reform of the college entrance examination to carry out the measures of all-around implementation of quality education in basic education; Speed up the popularization of high school education and open-door schools to increase the number of students.
