西安欧亚学院内部管理控制模式研究

【摘要】:进入21世纪,我国高等教育产业发展迅速,但对于民办高校来说,不管是从自身发展,还是从外部环境变化,挑战都大于机遇,民办高校正处在一个非常关键的发展时期,改革迫在眉睫。作为国家教育体制改革试点单位,西安欧亚学院承担着“改革民办高校内部管理体制”等试点项目,其核心是向二级学院授权,使二级学院在人事、财政等方面获得更多的权力,进而提高学校的效率和活力,满足受教育者对教育质量、内容和特色的多元化需求。 本文运用法人治理理论、利益相关者理论、委托代理理论、管家理论和企业集团管控理论,通过文献研究、案例研究、访谈、调研和比较研究的方法,借鉴国内外高等院校内部管理体制改革的研究成果和企业管控模式的先进理念,对西安欧亚学院的内部管理控制情况进行了深入研究,分析了其管控模式中存在的问题,特别是学校与二级学院的权力分配问题,并在学校管控模式改革指导思想的基础上,提出了新型管控模式的设计方案,包括构建扁平化的校院二级事业部制组织结构、基于分权制衡的法人治理结构、基于授权的校院二级人力资源管理模式和财务管理模式,以及职能部门的大部制设计。文章还结合西安欧亚学院的实际情况,提出了新型管控模式的实施对策,并认为,分权管理是大学管理的必然趋势,向二级学院进行人事权、财务权和物权等权力的下放是提高学校活力的关键,而建立完善的法人治理结构是民办高校进行内部管理体制改革的基础,民办高校要想提高质量和效率,还需要引入企业管理的理念。 通过对西安欧亚学院内部管理控制模式的案例研究,提出了新型管控模式的设计方案和实施对策,有利于推动西安欧亚学院的管理建设,促进学校的可持续发展,并为其他同类民办高校内部管理控制模式改革提供参考。
[Abstract]:In the 21st century, China's higher education industry has developed rapidly, but for private colleges and universities, the challenges are greater than the opportunities, whether from their own development or from the external environment changes. Private colleges and universities are in a very critical period of development. Reform is imminent. As a pilot unit in the reform of the national educational system, the Xi'an Eurasian College is undertaking such pilot projects as "reforming the internal management system of private colleges". The core of the project is to authorize the secondary colleges to make the secondary colleges in personnel. In order to improve the efficiency and vitality of the school, and meet the needs of the educatee for the quality, content and characteristics of education. This paper applies the theory of corporate governance, stakeholder theory, principal-agent theory, steward theory and enterprise group management and control theory, through literature research, case study, interviews, research and comparative research methods, Based on the research results of internal management system reform in colleges and universities at home and abroad and the advanced concept of enterprise management and control mode, this paper makes a deep study on the internal management control situation of Xi'an Eurasia University, and analyzes the problems existing in its management and control mode. Especially the power distribution between the school and the secondary college, and on the basis of the guiding ideology of the reform of the school management and control mode, the paper puts forward the design scheme of the new management and control mode, including the construction of the flat organizational structure of the secondary institution of the school and the university. The corporate governance structure based on the separation of powers and checks and balances, the second level human resource management model and the financial management mode based on the authorization, and the design of the large department system of the functional department. Combined with the actual situation of Xi'an Eurasia College, the paper puts forward the implementation countermeasures of the new management mode, and thinks that the decentralization management is the inevitable trend of university management, and carries on the personal right to the secondary college. The decentralization of financial power and real right is the key to improve the vitality of the school, and the establishment of perfect corporate governance structure is the basis for the reform of the internal management system of private colleges and universities, and private colleges and universities want to improve the quality and efficiency. It is also necessary to introduce the concept of enterprise management. Through the case study of the internal management control mode of Xi'an Eurasia College, the paper puts forward the design scheme and implementation countermeasures of the new management mode, which is helpful to promote the management construction of Xi'an Eurasia College and promote the sustainable development of the school. And provides the reference for other similar private colleges and universities internal management control mode reform.
