中美研究型大学校长任用制度比较研究

【摘要】:本研究立足于高等教育大众化背景下我国创建世界一流大学所面临的机遇与挑战,认为建设世界一流大学的关键是提高我国研究型大学校长的水平,而研究型大学校长任用制度的改善是提高我国研究型大学校长胜任能力的重要条件,优化高水平大学校长的甄别机制是我国创建世界一流大学的必然途径。面对我国研究型大学校长任用制度存在的诸多问题,必须加快推进大学校长任用制度改革,在改革的过程中,有效借鉴美国先进的大学校长任用制度,对于完善我国研究型大学校长制度建设具有重要意义。 基于对我国大学校长任用制度研究现状的把握,本研究主要分为五部分:第一部分,主要阐述了研究问题的来源,对核心概念进行了界定,并进行了文献考察。第二部分,分析比较了中美研究型大学校长任用制度的历史变迁,从任用制度的形成过程来客观分析中美研究型大学校长任用制度的差异。第三部分,着重比较了中美研究型大学校长的任职资格、遴选主体、遴选过程、职责与待遇、任职期限等五个方面的内容。第四部分,,对我国研究型大学校长任用制度存在的主要问题进行了分析和归纳,指出存在的主要问题是任职资格标准不明确、遴选主体单一化、遴选过程不透明、待遇与职责不匹配、任职期限过短。第五部分,探讨了美国研究型大学校长任用制度对我国的启示。针对我国研究型大学校长任用制度存在的问题,结合美国优良的制度设计,认为完善我国研究型大学校长任用制度的关键在于加强制度改革,明确大学校长的任职资格标准,实行政府领导下的多元遴选主体,实现遴选过程的公开化,提高大学校长的待遇水平,依据校长能力采用灵活的任期。此外,还应该鼓励校长加强自身修养,不断提高自身综合素质,提高校长的胜任力。
[Abstract]:This study is based on the opportunities and challenges of establishing world-class universities in China under the background of popularization of higher education. It is considered that the key to building world-class universities is to improve the level of presidents of research universities in China. The improvement of the appointment system of research university presidents is an important condition to improve the competence of research university presidents in China. Optimizing the screening mechanism of high-level university presidents is an inevitable way to establish world-class universities in China. In the face of many problems existing in the appointment system of research university presidents in our country, we must accelerate the reform of the appointment system of university presidents. In the process of reform, we should effectively draw lessons from the advanced university presidents appointment system in the United States. It is of great significance to perfect the system construction of research university presidents in our country. Based on the understanding of the present situation of the research on the appointment system of university presidents in China, this research is divided into five parts: the first part mainly expounds the source of the research problems, defines the core concepts and makes a literature review. In the second part, the author analyzes and compares the historical changes of the appointment system of the presidents of research universities in China and the United States, and analyzes objectively the differences between the appointment system of the presidents of the research universities in China and the United States from the forming process of the appointment system. In the third part, the author compares the qualifications, the selection subjects, the selection process, the duties and the treatment, and the term of office of the presidents of the research universities in China and the United States. In the fourth part, the author analyzes and summarizes the main problems existing in the appointment system of research university presidents, and points out that the main problems are that the qualification criteria are not clear, the selection subject is single, and the selection process is not transparent. The salary does not match the duty, the term of office is too short. The fifth part, discusses the American research university president appointment system to our country enlightenment. In view of the problems existing in the appointment system of research university presidents in China and the excellent system design of the United States, it is considered that the key to perfecting the appointment system of research university presidents in our country lies in strengthening the system reform and clarifying the qualification criteria of university presidents. The pluralistic selection subject under the leadership of the government should be implemented, the selection process should be made public, the treatment level of university presidents should be improved, and flexible tenure should be adopted according to the president's ability. In addition, we should encourage principals to strengthen their self-cultivation, constantly improve their comprehensive quality, and improve their competence.
