陕西高校高层次人才队伍管理问题研究

【摘要】:作为国际化生产过程中的最重要影响因素之一,人才队伍建设,尤其是高层次人才队伍的建设在国际竞争中的重要性将得到不断的提升,并在国家经济社会发展的过程中扮演着愈加重要的角色。而高等教育作为在国家经济社会发展过程中起着至关重要作用的关键环节,高校中的人才队伍,尤其是高层次人才队伍的管理及建设对一个高校的综合实力、国内外影响力、培养人才素质、科研学术水平等方面起着决定性作用。在国外高校,政府及大学管理层对于高层次人才队伍的建设十分重视。陕西作为我国的一个教育大省,省内拥有众多高校,但是由于资金短缺、吸引力不够以及人才管理制度不合理等一系列问题,如何建立起一支高水平的人才队伍和先进的人才引进、管理制度已经成为陕西各高校的重点发展方向。 本研究首先通过文献调查的方式对高校高层次人才队伍的概念、内涵、特点及作用进行了界定,并对当前我国高校高层次人才队伍管理现状进行了分析,通过分析得知,当前我国高校高层次人才队伍管理主要体现为政府力量的有效介入、重视学术制度的建设、实施教师职务聘任制、严格考核与奖励制度,,并且十分重视高层次人才培养。 在对高校高层次人才概念及高校高层次人才队伍管理现状进行分析的基础上,本研究通过调查问卷的方式,对当前陕西省高校高层次人才队伍管理问题及其原因进行了研究,研究发现当前陕西高校高层次人才队伍管理过程中存在着总量不足、高层次人才结构不合理和人才流动不合理三方面的问题,并对每一类问题进行了分析。在对问题进行分析的基础上,提出了这些问题产生的原因,即高校综合实力和核心竞争力不足,高校人才队伍建设资金投入不足,高校管理体制和政策僵化。 最后,本研究借鉴了国内外先进经验,在对存在的问题进行了具体分析和研究的基础上,本研究在最后一部分针对这些问题及原因从管理环境、激励制度建立和管理制度自身完善的角度提出了政策建议,认为只有从高校整体环境、具体制度建设和管理主体本身三方面出发,才能有效的提升陕西高校高层次人才队伍管理的水平。
[Abstract]:As one of the most important influencing factors in the process of international production, the construction of talent team, especially the construction of high-level talent team, will be continuously promoted in the international competition. And in the national economic and social development process plays an increasingly important role. Higher education plays a crucial role in the process of national economic and social development. The management and construction of talents in colleges and universities, especially the management and construction of high-level talents, have an impact on a university's comprehensive strength and influence both at home and abroad. Training talent quality, scientific research academic level and other aspects play a decisive role. In foreign universities, the government and university management attach great importance to the construction of high-level talents. Shaanxi, as a big educational province in China, has many colleges and universities in the province. However, due to the shortage of funds, the lack of attractiveness and the unreasonable talent management system, and so on, How to establish a high-level talent team and the introduction of advanced talents, the management system has become the key development direction of colleges and universities in Shaanxi. Firstly, this study defines the concept, connotation, characteristics and functions of high-level talents in colleges and universities through literature investigation, and analyzes the current situation of management of high-level talents in colleges and universities in China. At present, the management of high-level talents in colleges and universities in our country is mainly reflected in the effective intervention of government forces, the construction of academic system, the implementation of the system of appointment of teachers, the strict examination and reward system, and the great importance attached to the cultivation of high-level talents. Based on the analysis of the concept of high-level talents in colleges and universities and the present situation of the management of high-level talents in colleges and universities, this paper studies the problems and causes of the management of high-level talents in colleges and universities in Shaanxi Province by means of questionnaires. It is found that there are three problems in the process of management of high-level talents in colleges and universities in Shaanxi Province, such as the shortage of total amount, the unreasonable structure of high-level talents and the unreasonable flow of talents, and the analysis of each kind of problems. Based on the analysis of the problems, the paper puts forward the causes of these problems, that is, the lack of comprehensive strength and core competitiveness of colleges and universities, the insufficient investment of funds for the construction of talents in colleges and universities, and the ossification of management system and policies in colleges and universities. Finally, this study draws lessons from the advanced experience at home and abroad, on the basis of the concrete analysis and research on the existing problems, the last part of this study aims at these problems and the reasons from the management environment. From the angle of the establishment of the incentive system and the perfection of the management system itself, the author puts forward the policy suggestions, and holds that only from the three aspects of the overall environment of the university, the concrete system construction and the management subject itself, Only in order to effectively improve the level of management of Shaanxi colleges and universities.
