【摘要】：随着教育体制改革力度的加大，高校呈现超常规发展态势，高校基建部门的腐败问题也日益突出。探讨高校基建领域的腐败问题并进行有效腐败治理研究，其重要价值意义在于为推进我国高校基建部门反腐倡廉拓展思路，寻求对策。具体研究方法有：（1）文献法，，通过查找国内外资料，了解国内外各学科对腐败原因的分析与界定以及反腐败的策略；（2）案例研究，调查了全国高校基建部门近年来发生的腐败案件，掌握了第一手资料，为论文提供有说服力的案例；（3）专家访谈，听取专家对我国高校基建部门反腐败制度建设的意见和建议，以及高校纪检监察部门参与基建部门反腐倡廉工作的经验教训。文章主要内容共五个部分。第一章绪论部分首先明确选题背景和研究价值。第二章在阐述了高校基建领域腐败行为的概念基础上，对高校基建部门近年发生的典型案例进行了全方位多角度的深入剖析，梳理出我国高校基建部门腐败的主要特点及其表现，并从宏观的社会风气，微观的我国高校扩招时期基建领域腐败问题研究资源、工程质量等三个方面对高校基建部门腐败问题的严重危害性进行论述。第三章从思想教育、制度、监督三个方面，探讨了扩招时期我国高校基建部门腐败的主要原因：领导干部缺乏警惕性、制度不健全、监督不力。第四章提出高校基建领域腐败问题的防范对策：加强政府部门督导、建立健全高校基建管理制度，完善基建管理体制、强化思想教育，提升基建干部素质、完善权力监督机制。第五章最后得出研究的最终结论。
[Abstract]:With the strengthening of the reform of education system, colleges and universities present a trend of extraordinary development, and the corruption problem in the construction departments of colleges and universities is becoming increasingly prominent. It is of great value to probe into the corruption problem in the field of university capital construction and to study the effective governance of corruption. Its important value lies in developing the ideas and seeking countermeasures for promoting the anti-corruption and promoting clean government in the construction departments of colleges and universities in China. The specific research methods are as follows: (1) Literature method, by looking up domestic and foreign data to understand the analysis and definition of the causes of corruption in various disciplines at home and abroad, as well as the anti-corruption strategy / case study, and investigating the corruption cases that have occurred in the infrastructure departments of colleges and universities across the country in recent years. Having grasped first-hand information and provided a convincing case for the paper, experts interviewed and listened to experts' opinions and suggestions on the construction of anti-corruption systems in the infrastructure departments of colleges and universities in China. And college discipline inspection and supervision departments involved in the work of anti-corruption infrastructure departments experience and lessons. The main content of the article consists of five parts. The first chapter introduces the background and research value of the topic. On the basis of expounding the concept of corruption in the field of university capital construction, the second chapter makes a thorough analysis of the typical cases in recent years. Combing out the main characteristics and manifestations of corruption in the capital construction sector of colleges and universities in our country, and from the macro social atmosphere and the micro-research resources of corruption in the capital construction field during the period of enrollment expansion in colleges and universities in China, This paper discusses the serious harmfulness of corruption in the capital construction departments of colleges and universities from three aspects of engineering quality. The third chapter discusses the main reasons of corruption in the construction departments of colleges and universities in the period of enrollment expansion from three aspects of ideological education, system and supervision: the leading cadres lack vigilance, the system is not perfect, and the supervision is weak. The fourth chapter puts forward the countermeasures to prevent corruption in the field of university capital construction: strengthening the supervision of government departments, establishing and perfecting the management system of capital construction in colleges and universities, perfecting the management system of capital construction, strengthening ideological education, improving the quality of the cadres of capital construction, and perfecting the mechanism of power supervision. Chapter five draws the final conclusion of the research.
