基于系统论的高等教育资源系统架构研究

【摘要】:世纪交替之际,我国高等教育的规模扩张明显,对资源的需求十分紧迫。以我国目前的经济实力来看,暂时还不能为高等教育的发展提供数量充足的高等教育资源。解决高等教育发展与资源紧缺的“供需矛盾”,除了提供更多的资源之外,还应该从结构优化的视角来思考问题。 本文采用文献法、理论分析法和系统分析法等研究方法,重点是系统分析法的运用。对高等教育资源系统进行定性分析,阐明高等教育资源系统的五大特征分别是目的性、整体性、层次性、相关性和开放性。将高等教育资源系统分解为四个要素,探析其品质及其结构方面的应然与实然。四个要素分别是:人力资源要素、物力资源要素、财力资源要素和文化资源要素。它们分别可界定为:人力资源要素是指在一个国家或地区中,从事高等教育相关工作的人口之和,一般分布于高等学校之内。物力资源要素是指满足高等教育良性运行所需的土地、建筑物、教学设备、教学仪器、书籍和资料等物质性要素。财力资源要素是指分配到高等教育事业中的,可供高等教育事业支配和动员的资金。文化资源要素是指在高等学校中,与教学和文化传承有关的各类知识、技能、科研成果和历史、学风等要素。在此基础之上,选择以“目标分析——功能分析——结构分析”为逻辑顺序对高等教育资源系统进行分析。 高等教育资源系统的目标包含四个方面的标准设定,分别是提升人才培养质量、创新科技与文化、保证高等教育更好服务于社会发展以及保证高等教育自身发展与不断完善。高等教育资源系统的功能的应然是为教学、科研及社会发展服务。而人力资源的结构不理想,物力资源的保养和维护未得到有效重视、共享机制不完善,财力资源投入总量有限、来源比例及支出比例并不十分合适,对传统文化与外来文化的继承与吸收还应更注重选择与把握等,都是我国高等教育资源系统目前面临的几大问题。 针对问题,以满足我国高等教育的需求为目标,高等教育资源系统中四个要素不仅要不断提高品质,而且要在最基本的“两两”之间构成六种良好的关联性。这是架构高等教育资源系统内在结构应该注意的两个关键问题。
[Abstract]:At the turn of the century, the scale of higher education in China is expanding obviously, and the demand for resources is very urgent. In view of the present economic strength of our country, it is not possible to provide sufficient resources for the development of higher education for the time being. To solve the "contradiction between supply and demand" between the development of higher education and the shortage of resources, we should not only provide more resources, but also think about the problem from the perspective of structural optimization. In this paper, literature method, theoretical analysis method and system analysis method are adopted, with emphasis on the application of system analysis method. Through qualitative analysis of higher education resource system, the paper clarifies that the five characteristics of higher education resource system are purpose, integrity, hierarchy, relativity and openness. The system of higher education resources is divided into four elements, and its quality and structure are analyzed. The four elements are human resources, material resources, financial resources and cultural resources. They can be defined as: human resource elements refer to the sum of the population engaged in higher education related work in a country or region, which is generally distributed in higher education. The material resources element refers to the material elements such as land, buildings, teaching equipment, teaching instruments, books and materials that are needed for the healthy operation of higher education. The element of financial resources refers to the funds allocated to the cause of higher education, which can be controlled and mobilized by the cause of higher education. The elements of cultural resources refer to all kinds of knowledge, skills, scientific research achievements and history, style of study and so on, which are related to teaching and cultural inheritance in colleges and universities. On this basis, the author chooses "goal analysis-function analysis-structure analysis" as the logical order to analyze the higher education resource system. The goal of higher education resource system includes four aspects of standard setting, which are to improve the quality of talent training, to innovate science, technology and culture, to ensure higher education to serve the social development better and to ensure the development and continuous improvement of higher education itself. The function of higher education resource system should be for teaching, scientific research and social development. However, the structure of human resources is not ideal, the maintenance and maintenance of material resources has not been given effective attention, the sharing mechanism is not perfect, the total amount of financial resources is limited, and the proportion of source and expenditure is not very suitable. The inheritance and absorption of traditional culture and foreign culture should pay more attention to selection and grasp, which are the major problems that our country's higher education resource system is facing at present. In order to meet the needs of higher education in China, the four elements in the resource system of higher education should not only improve the quality continuously, but also form six kinds of good relations among the most basic "pairings". These are two key problems that should be paid attention to in the structure of higher education resource system.
