基于学习型组织的高校协同化科研管理结构设置研究

【摘要】:在全球化和国家创新体系建设的大背景下,在科学技术的大规模合作研究日益广泛的今天,面对国家转变发展模式实现科学发展的目标并肩负着建设世界一流大学的重任,高校要在建设科技强国的进程中发挥支撑作用,不仅要有强大的科研实力,更要有科学的科研管理组织结构和卓越的科研管理人才队伍。 本文从分析我国高校科研管理的现状出发,对比国外高校科研管理的成功经验,分析研究我国高校科研管理的运行机制和内在规律,结合国家中长期科学技术发展规划和高校科研发展战略方针,探讨高校特别是研究型大学的科研管理改革的方向和途径,寻求有效的科研管理组织结构设置和科研管理队伍建设方法。通过研究,指出了高校科研管理组织结构和组织队伍的变革建设途径,以及藉此实现高校科研管理能力提升的措施。 论文首先应用当前管理科学的新理论和方法进行课题的理论研究,并基于理论研究的结果,给出了具体的科研管理组织的结构模式和管理队伍的组织形式及其设置和建设措施,继而运用研究结果和研究得出的实施方法进行了具体的科研管理实例分析。理论研究中,将组织结构及其环境应变理论应用于研究高校科研管理的组织结构设置,研究提出适合当前发展需求的校、院(系)协同化科研管理组织结构,为校、院(系)两级管理部门实现扁平化分工协同管理提供了理论依据和实施方案;将学习型组织理论及其互动学习模型应用于研究高校科研管理的管理队伍建设,研究提出基于系统思考的团队学习型科研管理队伍模式,为建设具有开拓创新精神并且能够动态自我组织再造和持续综合能力提升的科研管理团队、实现高校科研管理队伍的专业化提供了理论依据和操作方法。同时本文还对高校协同化科研管理结构设置和学习型管理队伍建设的前提条件和保障因素进行了分析。作为研究的理论结果和方法的应用检验,论文以科研大项目管理和科研团队建设这两项高校科研管理中重要但却困难的工作为对象,结合作者先后在不同高校的校、院两级科研管理部门工作的经验和思考,进行了实例应用分析。 论文的研究结果对改革高校尤其是研究型大学科研管理组织结构、探索新的有效管理方法、建设具有创新精神的科研管理队伍、提升科研管理水平,,从而促进高校科研创新和服务社会的能力等具有重要的理论参考和实际应用意义。
[Abstract]:Under the background of globalization and the construction of national innovation system, the large-scale cooperative research of science and technology is becoming more and more extensive today, in the face of the transformation of the national development model to achieve the goal of scientific development and shoulder the responsibility of building a world-class university. Colleges and universities should play a supporting role in the process of building a powerful country of science and technology, not only have strong scientific research strength, but also have scientific research management organization structure and excellent scientific research management personnel team. Based on the analysis of the present situation of scientific research management in colleges and universities in China, this paper compares the successful experiences of foreign universities and colleges, and analyzes and studies the operating mechanism and internal laws of scientific research management in colleges and universities in China. Combined with the national long-term scientific and technological development plan and the strategic policy of scientific research development in colleges and universities, this paper probes into the direction and ways of scientific research management reform in colleges and universities, especially in research universities. To seek effective scientific research management organization structure and scientific research management team construction method. Through the research, this paper points out the ways to reform and construct the organizational structure and the organizational team of scientific research management in colleges and universities, and the measures to improve the scientific research management ability of colleges and universities. Firstly, the thesis uses the new theory and method of management science to carry on the theoretical research, and based on the results of the theoretical research, gives the structure mode of the scientific research management organization, the organization form of the management team, and the setting and construction measures. Then, the research results and the implementation methods are used to analyze the specific examples of scientific research management. In the theoretical research, the organization structure and its environment strain theory are applied to study the organizational structure of scientific research management in colleges and universities. The realization of flat division of labor and collaborative management in the two levels of the college (department) provides the theoretical basis and implementation scheme, and applies the learning organization theory and its interactive learning model to the management team construction of scientific research management in colleges and universities. The research puts forward the team learning management team model based on systematic thinking, which can build a scientific research management team with pioneering and innovative spirit, dynamic self-organization and continuous comprehensive ability enhancement. The specialization of scientific research management team in colleges and universities provides theoretical basis and operation method. At the same time, this paper also analyzes the premise and guarantee factors of the establishment of cooperative scientific research management structure and the construction of learning management team in colleges and universities. As the application test of the theoretical results and methods of the research, the thesis takes the two important but difficult work in the scientific research management of universities and colleges as the objects, combining with the author's work in different colleges and universities. The experience and thinking of the scientific research management department at the two levels of the institute are analyzed. The research results of this paper are helpful to reform the organizational structure of scientific research management in universities, especially in research universities, to explore new effective management methods, to build innovative scientific research management teams, and to improve the level of scientific research management. Therefore, it has important theoretical reference and practical application significance to promote the innovation of scientific research and the ability of serving the society in colleges and universities.
