高校校区合作路径研究

【摘要】:新的时代呼唤新的教育理念,“校区合作”是高校新的发展模式,它是指高等院校和高新技术产业开发区本着优势互补、互利互惠、共同发展的原则所进行的合作。本文在分析校区合作实践过程中,探讨其在产学研结合中的路径,认为建立健全合作模式与合作机制是解决问题的核心。高等教育与区域经济发展具有互动影响关系,高等教育可以提高人力资本的素质,并且提高劳动生产率、带动科技进步,实现服务区域经济的作用,而区域经济给高校发展提供了平台、注入了活力。因此,作者认为校区合作是高等教育创新发展的有效途径。但是,由于我国校区合作起步较晚,关于此方面的研究不足,如缺少系统的理论研究、合作模式的分类、合作机制的研究等。因此,探索适合我国国情和高校特点的合作模式与机制尤为重要。首先本文对美国硅谷、日本筑波、北京中关村和上海杨浦模式进行总结,分析了我国与发达国家的差异,发现在合作中更多的注重了形式的结合,缺乏事物内在关系和科学规律的研究。其次,按合作时间段划分出合作运行机制,再运用博弈理论、教育管理理论以及教育经济理论说明几种合作机制的内在规律,同时以实例(作者单位)论证其可行性。最后分别从政府、高校、区域和市场四个角度提出完善校区合作机制的保障措施。
[Abstract]:The new era calls for new educational concepts, and "campus cooperation" is a new development model of colleges and universities. It refers to the cooperation between colleges and universities and high-tech industrial development zones based on the principle of complementary advantages, mutual benefit and common development. Establishing and perfecting cooperation mode and cooperation mechanism is the core of solving the problem. Higher education and regional economic development have an interactive relationship. Higher education can improve the quality of human capital, labor productivity, promote scientific and technological progress, and realize the role of serving regional economy. Regional economy provides a platform for the development of colleges and universities. Therefore, the author thinks that school-district cooperation is an effective way for the innovation and development of higher education. However, due to the late start of school-district cooperation in China, there is insufficient research on this aspect, such as the lack of systematic theoretical research, the classification of cooperation modes, the study of cooperation mechanism and so on. First of all, this paper summarizes the models of Silicon Valley in the United States, Tsukuba in Japan, Zhongguancun in Beijing and Yangpu in Shanghai, analyzes the differences between China and the developed countries, and finds that more attention is paid to the combination of forms in cooperation, and less research is made on the internal relations and scientific laws of things. Secondly, it divides the cooperative operation according to the cooperation time period. The mechanism is explained by game theory, education management theory and education economy theory, and its feasibility is demonstrated by an example. Finally, the safeguard measures to improve the cooperation mechanism are put forward from four angles of government, universities, regions and markets.
