普通高校人事管理中的人职匹配研究

【摘要】:百年大计,教育为本;教育大计,教师为本。高校人事管理的核心是教师队伍的高素质管理。一般而言,高校人事管理对象由管理人员、教研人员和后勤人员(或称服务人员)三部分组成。其中,管理人员具体包括行政事务管理人员、教研专业管理人员和党团政工作人员;教研人员即教师队伍;后勤人员即后勤机构和后勤服务。现代高校组织是以人为本的人力资源组织,人已经成为组织中最重要的资源,人的健康意味着组织的健康。高校人事管理,是为了保证高校各方面工作正常运转,运用相关人事管理方面的知识,对高校的各类人员进行管理的活动。传统的高校人事组织是以事为中心的组织,职位的优化设置与职位的专业素养已经成为社会中高度竞争最重要的要素。如何合理配置人事管理中的人与职位问题、如何保持组织与员工的和谐劳动关系、如何提升教师个人专业的全面发展、如何进行组织的职位设计为组织获得利益发展成为各高校最重要的问题。针对这些问题,可从以下几个方面去解决:第一,建立高校教师分类管理制度,完善教师分类管理体系,改进高校教师职位管理;第二,加强对教师管理者的培训,设立专门的研究机构和专门的培训基地;第三,赋予管理者更大的自主权,并加强评价与监管;第四,优化教师岗位结构、明确教师岗位职责。 本文主要以我国高校人事管理中人职匹配的方法和职位制度的设计为研究对象。首先,说明了论文研究的目的和意义、研究的内容和方法,对相关理论和研究成果进行归纳总结,为开展论文的研究提供理论支持和参考。其次,对人职匹配及相关概念进行界定,明确人职匹配的含义,指出我国人事管理的发展过程、现状和缺陷,目的是对我国高校人事管理中人职匹配的发展进程作全面而系统的了解。再次是分析其存在的问题,在深刻认识我国高校人事管理中的人职匹配发展的基础上,对人职匹配的发展和完善提出一些有益的对策建议。
[Abstract]:A hundred-year plan is based on education; a great plan of education is based on teachers. The core of personnel management in colleges and universities is the high-quality management of teachers. Generally speaking, personnel management objects in colleges and universities are composed of administrative personnel, teaching and research staff and logistic personnel (or service personnel). Among them, the management personnel include the administrative affairs management personnel, the teaching and research professional management personnel and the party caucus administration staff; the teaching and research staff is the teacher troop; the logistic personnel is the logistics organization and the logistics service. The modern university organization is the human resource organization, the human has become the most important resource in the organization, the human health means the organization health. Personnel management in colleges and universities is to ensure the normal operation of all aspects of the work of colleges and universities, the use of relevant personnel management knowledge, the management of all kinds of personnel in colleges and universities activities. The traditional personnel organization in colleges and universities is an organization centered on events. The optimization of position setting and the professional accomplishment of posts have become the most important elements of high competition in the society. How to reasonably allocate the personnel and position in personnel management, how to maintain the harmonious labor relationship between the organization and the staff, how to promote the overall development of the teacher's personal profession, How to design the position of the organization for the benefit of the organization has become the most important issue in colleges and universities. In view of these problems, we can solve these problems from the following aspects: first, to establish the system of classified management of teachers in colleges and universities, to perfect the system of classified management of teachers, and to improve the management of teachers' positions in colleges and universities; second, to strengthen the training of teachers' managers, Set up special research institutions and special training bases; third, give managers more autonomy, and strengthen evaluation and supervision; fourth, optimize the structure of teachers' posts, clarify the responsibilities of teachers' posts. This paper focuses on the methods of personnel matching and the design of position system in personnel management of colleges and universities in China. First of all, it explains the purpose and significance of the research, the contents and methods of the research, summarizes the relevant theories and research results, and provides theoretical support and reference for the research of the paper. Secondly, it defines the concept of personnel matching and related concepts, clarifies the meaning of personnel and duty matching, and points out the development process, current situation and defects of personnel management in China. The purpose is to make a comprehensive and systematic understanding of the development process of personnel matching in personnel management in colleges and universities in China. The third is to analyze the existing problems, on the basis of a deep understanding of the development of personnel matching in the personnel management of colleges and universities in China, put forward some useful countermeasures and suggestions for the development and improvement of personnel and professional matching.
