高等院校教师出国留学管理研究

【摘要】:派遣教师出国留学是高校强化人才建设的重要举措,是“借世界之水,养中国之鱼”的成功经验。留学归国教师在高校各方面发展中具有不可替代的地位,学成归国的教师创造了巨大的效益,引领我国高等教育和科学研究快速向世界水平跟进。我国几乎所有学科的知识,包括学术思想、理论和研究方法在很大程度上得到了更新,创设了一大批曾经空白的学科,陆续引进了大批新教材以及新的教学方法,提高了我国学科建设和高等教育的水平,对高等院校人才培养的质量产生了重大影响。我国的科研水平有了显著提高,缩短了我国与国际水平的差距,一些学科已经达到国际领先水平。我国高校教师出国留学人数每年呈直线上升趋势,改革开放30年来,出国留学教师人数增长了几十倍,学成回国的教师人数更是以几百倍的惊人速度增长。国家、高校有关部门也不断加大对高校教师出国留学的资助和规范管理的力度,制定了系列政策规定,取得了显著成效。留学工作的某些具体环节中仍存在的主要问题有:在出国前选派环节上未完全做到“精选精派”,出国前的规划设计不足,,出国期间的管理缺失,归国后缺少跟踪考评机制,对留学归国教师的思想政治教育缺乏等等。本文针对上述问题,提出加强派出前的选拔、留学教师在国外学习的跟踪管理、对归国教师绩效考评及留学归国教师的思想政治教育等改进措施,并强调要创造有利于留学归国教师发展的政策、工作、创业、生活环境。旨在为有关部门和高校制定及修改出国留学管理政策提供参考,不断提高高校教师出国留学的综合效益。
[Abstract]:Sending teachers to study abroad is an important measure to strengthen the construction of talents in colleges and universities. It is also a successful experience of "raising the fish of China through the water of the world". There is an irreplaceable position for returned teachers in the development of colleges and universities. The successful teachers have created great benefits and led our higher education and scientific research to follow up to the world level quickly. The knowledge of almost all disciplines in China, including academic ideas, theories and research methods, has been updated to a large extent, a large number of once blank subjects have been created, and a large number of new teaching materials and teaching methods have been introduced one after another. It improves the level of discipline construction and higher education in our country, and has a great influence on the quality of talent training in colleges and universities. The level of scientific research in China has been greatly improved, the gap between China and the international level has been shortened, and some disciplines have reached the international leading level. Since the reform and opening up 30 years ago, the number of teachers studying abroad has increased tens of times, and the number of teachers who have returned to China has increased by several hundred times. In our country, the relevant departments of colleges and universities have also increased the financial support and standardized management of college teachers studying abroad, formulated a series of policies and regulations, and achieved remarkable results. The main problems that still exist in some specific links of studying abroad are: the "selected and refined faction" has not been fully achieved in the process of selecting and dispatching before going abroad, the planning and design before going abroad is insufficient, the management during the period of going abroad is lacking, and there is a lack of tracking and evaluation mechanism after returning to the country. Lack of ideological and political education for returned teachers. Aiming at the above problems, this paper puts forward some measures to improve the performance of returned teachers, such as the selection before sending out, the tracking management of studying abroad, the evaluation of teachers' performance and the ideological and political education of returned teachers. Emphasis should be placed on the creation of policies, work, entrepreneurship and living environment conducive to the development of returned teachers. The aim is to provide reference for relevant departments and universities to formulate and modify the management policy of studying abroad, and to continuously improve the comprehensive benefit of college teachers studying abroad.
