高等教育资源配置中的政府决策职能研究

【摘要】:在我国高等教育体制改革的背景下,高等教育得到了前所未有的迅猛发展。高等教育资源配置从计划模式逐渐转向计划与市场相结合的模式。在此影响下,政府在高等教育资源配置中的职能界定就显得尤为重要。鉴于高等教育属于准公共物品的范畴,因此高等教育资源在市场配置的基础上仍需要政府的干预和调控,而这种干预和调控多数又是通过政府决策而产生作用的。 本文采用描述性统计方法,依据《中国统计年鉴(2012)》、《中国教育经费统计年鉴(2012)》、《中国教育统计年鉴(2010)》、《中国科技统计年鉴(2012)》等资料,对我国高校数量、高等教育经费、基础硬件设施、高校师资力量、科研成果等高等教育资源配置的数据加以统计,分析出目前我国高等教育资源配置具有以下三个特征,即高等教育资源总量不足、高等教育资源在地域和高校间分配不均衡、高等教育资源利用效率偏低,并通过这些特征分析出政府决策职能在我国高等教育资源配置中承担了重要角色,对高等教育资源配置发展总体方向的引导、对高等教育资源公平配置的影响、以及对高等教育资源配置的稳定性都具有不可忽视的作用,值得我们加以深入的研究。论文第五章对政府决策职能在高等教育资源配置中出现的政府决策战略、过程和实施的偏差问题加以分析和说明,提出政府可以通过厘清政府决策职能在高等教育资源优化配置中的角色定位、提高政府决策的科学性和民主性、以及建立高等教育资源配置政府决策的科学实施机制,来保证高等教育资源配置政府决策的科学性和民主性,从而得以顺利实施。
[Abstract]:Under the background of the reform of higher education system, higher education has developed rapidly. The allocation of higher education resources has gradually changed from the planning mode to the mode of combining planning and market. Under this influence, it is very important to define the function of the government in the allocation of higher education resources. In view of the fact that higher education belongs to the category of quasi-public goods, the resources of higher education still need government intervention and regulation on the basis of market allocation. This paper adopts descriptive statistical method, according to the data of China Statistical Yearbook (2012), China Educational Expenditure Statistical Yearbook (2012), China Education Statistics Yearbook (2010), China Science and Technology Statistics Yearbook (2012), etc. According to the data of higher education resources allocation, such as the quantity of colleges and universities, the funds of higher education, the basic hardware facilities, the faculty of colleges and universities, and the achievements of scientific research, this paper analyzes the following three characteristics of the allocation of higher education resources in our country. That is, the total amount of higher education resources is insufficient, the distribution of higher education resources between regions and universities is not balanced, and the utilization efficiency of higher education resources is on the low side. Through the analysis of these characteristics, it is found that the government decision-making function plays an important role in the allocation of higher education resources in our country, which leads to the overall direction of the development of higher education resources allocation and influences the fair allocation of higher education resources. And the stability of the allocation of higher education resources can not be ignored, it is worth our in-depth study. The fifth chapter analyzes and explains the deviation of government decision-making strategy, process and implementation in the allocation of higher education resources. It is suggested that the government can clarify the role of government decision-making function in the optimal allocation of higher education resources, improve the scientific and democratic nature of government decision-making, and establish a scientific implementation mechanism for government decision-making on the allocation of higher education resources. To ensure that the allocation of higher education resources of government decision-making scientific and democratic, so that the smooth implementation.
