福建省高校毕业生就业工作评估体系完善研究

【摘要】:近年,我国高校毕业生人数激增,就业压力大,做好高校毕业生就业工作是就业工作的重中之重。开展高校毕业生就业工作评估,既是促进毕业生充分就业的一项重要措施,也是适应毕业生就业形势发展和推动高等教育改革的客观要求,因此,探讨完善现行高校毕业生就业工作评估体系意义重大。 本文采用文献研究法、观察法与访谈法相结合、宏观阐述与微观分析相统一的研究方法,从高校毕业生就业工作评估体系的概念界定入手,概述完善评估体系的理论基础,即CIPP评估模型理论、破窗效应和期望理论,阐述完善高校毕业生就业工作评估体系的必要性及意义。接着,对福建省高校毕业生就业工作评估现状进行分析,指出现行评估体系存在的主要问题:毕业生就业工作开展不平衡、评估指标体系精细化、科学化欠缺、评估成效跟踪有待加强、“以人为本”不够突显、就业率评估制度欠科学等,进而剖析问题产生的原因,建构评估指标体系。最后,提出完善福建省高校毕业生就业工作评估体系的基本原则与具体对策,即提升高校毕业生就业工作评估的地位和影响力;开拓思路,扩展评估面;完善队伍建设考评机制,体现“以人为本”精神;重视过程评估,增强评估改进功能;注重制度建设,避免“破窗效应”发生。
[Abstract]:In recent years, the number of college graduates in our country has increased sharply, and the pressure of employment is great. It is the most important task of employment to do a good job for college graduates. The evaluation of the employment of college graduates is not only an important measure to promote the full employment of graduates, but also an objective requirement to adapt to the employment situation of graduates and to promote the reform of higher education. It is of great significance to explore and perfect the evaluation system of employment for college graduates. This article uses the literature research method, the observation method and the interview method, the macroscopic elaboration and the microscopic analysis unifies the research method, starting from the university graduate employment work appraisal system concept definition, summarizes the consummation appraisal system theory foundation. That is, CIPP evaluation model theory, window breaking effect and expectation theory, expound the necessity and significance of perfecting the job evaluation system of college graduates. Then, this paper analyzes the present situation of the employment evaluation of college graduates in Fujian Province, and points out the main problems in the current evaluation system: the imbalance of the employment of graduates, the refinement of the evaluation index system, and the lack of scientific evaluation. The tracking of evaluation effect needs to be strengthened, "people-oriented" is not prominent enough, the evaluation system of employment rate is not scientific, and the causes of the problems are analyzed, and the evaluation index system is constructed. Finally, the paper puts forward the basic principles and concrete countermeasures to perfect the evaluation system of the employment of college graduates in Fujian Province, that is, to enhance the status and influence of the evaluation of the employment of college graduates, to open up ideas, and to expand the evaluation area. Improve the evaluation mechanism of team construction, embody the spirit of "people-oriented", attach importance to process evaluation, strengthen the function of evaluation improvement, pay attention to system construction and avoid "window breaking effect".
