独立学院辅导员队伍专业化建设监控问题研究

【摘要】：独立学院作为我国特有的一种高等教育形式，自1999年开始萌芽，发展至今已成为我国高等教育的重要组成部分。在迅速发展的独立学院中，存在着不可忽视的问题，如学院建设不规范、辅导员队伍不稳定、辅导员专业化程度不高等。在这些众多的问题中，辅导员队伍专业化程度不高已成为近几年学术界研究的热点。辅导员是学生在大学校园中接触最多的教师，对学生的今后成长具有深远的影响。因此，对辅导员队伍进行专业化建设不仅是国家教育主管部门的要求，也是独立学院为了更好的培育出合格人才的要求，同时也是为了提高辅导员队伍整体素质的要求。 在以往的研究中，更多的学者是研究如何提高独立学院辅导员队伍的专业化水平并提出相应的措施，然而会出现这些措施在实践中是否落实到位等问题。本研究采用实地调研法，通过管理学中监控理论的视阈来探讨独立学院辅导员队伍专业化建设监控体系的构建。这将独立学院辅导员队伍专业化建设从理论层面的研究中析解出来，对其存在的问题、解决措施等方面进行深入的探讨，从而使之构建的独立学院辅导员队伍专业化建设的监控体系在实际运用中发挥更大的作用。独立学院辅导员队伍专业化建设的监控问题研究是独立学院辅导员队伍建设中包含的众多问题中最具有实践价值的，它是根据独立学院辅导员队伍的特点及在专业化建设中存在的各种问题进行分析，并在具体的实践中形成的监控体系。研究独立学院辅导员队伍专业化建设的监控问题实现了理论与实践相统一的基本要求。 根据构建监控体系的基本原则，该监控体系需要包含独立学院辅导员队伍专业化建设中的各个要素；从科学性的角度出发，立足于独立学院并明晰其特点，构建的监控体系才具有实践意义。该监控体系的构成要件主要包括：合法而有为的监控主体；可被监控的监控客体；明确的监控目标；合理的监控内容；有效的监控方法；科学的评估体系和反馈等。其中，在制定合理的监控内容时，要充分考虑到独立学院辅导员队伍专业化建设的现状，则监控内容主要包括：辅导员队伍的数量投入要标准、选聘环节要严格、工资待遇要公平、绩效考核要规范、培训体系要专业、职业发展要有空间等六个方面。监控主体通过一定的监控方法针对这些监控内容对监控客体进行监控，同时需要科学的评估体系作为监控主体对监控客体合理投入的参考。科学的评估体系在制定时要坚持“以人为本”的基本理念，要遵循系统性、科学性和全面性的原则。科学的评估体系不仅可以用于监控主体对监控客体的外部监控，同时也可以用于进行内部监控。构建独立学院辅导员队伍专业化建设的监控体系，，是为了提高辅导员队伍的专业化建设的水平、落实各项辅导员队伍专业化建设的措施；通过监控主体对独立学院辅导员队伍专业化建设的外部监控，使得独立学院能够进行内部监控，更加主动地对辅导员队伍专业化建设进行合理的投入。

In these many problems, the professional degree of the counselor team has become the hot spot of the academic research in recent years. The counsellor is a student who contacts the most teachers in the university campus and has a far-reaching influence on the future growth of the students. Therefore, the specialized construction of the counselor team is not only the requirement of the national education department, but also the requirement of the independent college to better cultivate the qualified personnel, and also to improve the overall quality of the counselor team.
