区域高等教育资源承载力定量分析

【摘要】:高等教育资源承载力是高等教育系统的客观属性,基于教育经费投入、高校基础设施和师资力量构建高等教育资源承载力评价指标体系,选取全国31个省(市、区)1999年、2005年和2010年的截面数据,采用承载力指数模型分析法,对区域高等教育资源各分量承载力及其综合承载力进行定量分析。研究结果表明:区域高等教育资源各分量承载力呈两极分化,且高等教育资源非均衡配置与区域差异性显著。建议公共教育财政支出"4%"的增量,重点向基础设施与师资力量承载力微弱的区域倾斜,同时建立完善的省际高等教育财政转移支付制度,实现区域高等教育资源配置的均衡化;建立区域高等教育基础设施和高校教师资源共享机制,提升高等教育资源承载能力。
[Abstract]:The carrying capacity of higher education resources is the objective attribute of the higher education system. Based on the investment of educational funds, the construction of the evaluation index system of the carrying capacity of higher education resources in the infrastructure and teachers of colleges and universities, the paper selects 31 provinces (cities and districts) in 1999. Based on the cross section data of 2005 and 2010, the carrying capacity of each component of regional higher education resources and its comprehensive carrying capacity are quantitatively analyzed by using the method of carrying capacity index model. The results show that the bearing capacity of each component of regional higher education resources is polarized, and the disequilibrium allocation of higher education resources is significantly different from that of regional higher education resources. It is suggested that the increase of "4%" of public expenditure on education should be focused on the region where the carrying capacity of infrastructure and teachers is weak, and a sound financial transfer payment system for inter-provincial higher education should be established. To realize the equalization of regional higher education resources allocation; Establish regional higher education infrastructure and university teacher resources sharing mechanism to enhance the carrying capacity of higher education resources.
