甘肃省高等学校科学研究现状、问题与对策研究

【摘要】：高等学校科研水平的评价是指在有明确评价目标的基础上,通过科学的方法,对高校科研活动及其投入、产出情况进行综合分析判断,以期对高校科研活动进行管理、监督和调控,并为下一步高校科研决策提供依据的认识活动。高等学校科研水平评价已经成为高校科研管理的重要内容,开展高校科研水平评价研究有着极为重要的理论意义与实践意义。 科学研究作为高等学校的主要职能之一,在科技创新日益受到重视的今天,科学研究对国家、社会及高等教育自身发展的意义越来越大。近年来,虽然甘肃省各所高等学校的科学研究得到了长足的发展,但是由于种种原因,高校的科研活动同时也存在各种各样的问题,严重影响了高校科研的发展。本研究以甘肃省14所本科院校为研究对象,选取各所高校的论文发表数量、获奖情况、专利授权、获得国家基金支持项目数量等评价指标,对这些高校2011年的科研情况进行整理和统计。分析甘肃省高等学校在科学研究中存在的问题及其影响因素,并提出相应可行的对策。
[Abstract]:The evaluation of the level of scientific research in institutions of higher learning refers to the comprehensive analysis and judgment of scientific research activities and their inputs and outputs in colleges and universities through scientific methods on the basis of clear evaluation objectives, with a view to managing scientific research activities in colleges and universities. Supervise and control, and provide the basis for scientific research decision-making in colleges and universities. The evaluation of scientific research level in colleges and universities has become an important content of scientific research management in colleges and universities. It is of great theoretical and practical significance to carry out the evaluation and research of scientific research level in colleges and universities. As one of the main functions of institutions of higher learning, scientific research plays a more and more important role in the development of the country, society and higher education. In recent years, the scientific research of colleges and universities in Gansu Province has made great progress, but due to various reasons, there are also a variety of problems in scientific research activities in colleges and universities, which seriously affect the development of scientific research in colleges and universities. In this study, 14 colleges and universities in Gansu Province were selected to evaluate the number of papers published in each university, award-winning situation, patent authorization, and the number of projects supported by the state fund, and so on. To these universities 2011 scientific research situation carries on the arrangement and the statistics. This paper analyzes the problems existing in the scientific research of colleges and universities in Gansu Province and their influencing factors, and puts forward some feasible countermeasures.
