【摘要】：评价是一种加强和改进各种社会实践活动水平的重要管理手段。为了提高高校档案馆的服务水平,促进高校档案信息的利用,对高校档案信息利用以及高校档案馆服务进行有效的评价是十分有必要的。高校档案馆服务质量的高低直接影响高校档案利用服务。开展高校档案利用服务评价对促进高校档案信息利用,提升高校档案馆服务质量具有十分重要的意义。高校档案利用服务评价即对高校档案信息利用服务活动进行评价。评价可以更有效地把握高校档案利用服务活动的方向,有利于高校档案信息利用服务科学化管理,进而能够全面提升高校档案信息利用服务活动的质量,对高校档案信息利用具有导向、激励、规范作用,对促进高校档案利用服务的最大化同样也具有十分重要的意义。本文分为三个部分。首先从近几年高校档案事业的发展开始,分析了国内高校档案服务利用的研究状况,阐述了档案利用工作的定义、形式和结构,分析了档案利用工作的结构和服务思想,论述高校档案利用服务的意义,并对外国档案利用服务的研究状况进行了综述。对模糊综合评判法进行了初步的介绍。然后,阐述高校档案利用服务评价指标体系的设计原则,进而分析了高校档案利用服务评价指标的影响因素,从档案馆形象、财务成本、组织结构、员工竞争力、业务流程、服务满意度六个方面对评价体系指标的各影响要素进行了分析比较。构建了高校档案利用服务评价体系的一级、二级指标,并用专家调查法和层次分析法确定了各指标的权重。对定量和半定量评价指标的获取方法进行了分析。最后,本文将构建高校档案利用服务评价体系应用于辽宁大学档案馆实践。采用调查问卷和数学定量的研究相结合的处理方法,用模糊综合评判法来评价辽宁大学档案馆档案利用服务的质量,即由专家教授对各因素指标进行模糊选择,统计出专家对评价因素指标的选择结果,再按照所建立的数学模型进行计算。通过对高校档案利用服务评价体系的分析证实,证明评价指标的科学性、系统性、综合性和可行性,并对如何提高高校档案利用服务提出相关的建议和策略。
[Abstract]:Evaluation is an important management means to strengthen and improve the level of various social practice activities in order to improve the service level of university archives and promote the utilization of archives information in colleges and universities. Firstly, starting from the development of archives in colleges and universities in recent years, this paper analyzes the research situation of archives service utilization in domestic universities, and expounds the definition, form and structure of archives utilization work. The research status of foreign archives utilization service is summarized, and the fuzzy comprehensive evaluation method is introduced. Then, this paper expounds the design principles of the evaluation index system of university archives utilization service, and then analyzes the influencing factors of the evaluation index of university archives utilization service, from the image of archives, financial costs, organizational structure. Staff competitiveness, business process, service satisfaction of six aspects of the evaluation system indicators of the analysis and comparison of the various factors, the establishment of the university file utilization service evaluation system of the first, secondary indicators. The weight of each index is determined by expert investigation and Analytic hierarchy process (AHP), and the methods of obtaining quantitative and semi-quantitative evaluation indexes are analyzed. Finally, this article will construct the university archives utilization service appraisal system to apply in the Liaoning University archives practice, uses the questionnaire and the mathematics quantitative research unifies the processing method. The fuzzy comprehensive evaluation method is used to evaluate the service quality of archives utilization of Liaoning University archives, that is, experts and professors make fuzzy selection of each factor index, and statistics the result of experts' selection of evaluation factor index. Then according to the established mathematical model to calculate. Through the analysis of the university archives utilization service evaluation system, it proves that the evaluation index is scientific, systematic, comprehensive and feasible. Some suggestions and strategies on how to improve the service of archives utilization in colleges and universities are put forward.
