【摘要】:随着东欧剧变,苏联解体,俄罗斯发生了剧烈的社会转型,由此俄罗斯国内在经济、政治、文化等各个方面都发生了根本性的变化,然而,这些变化对教育领域都产生了不同程度的影响,尤其是对高等教育产生了重要的影响。俄罗斯的高等教育经历了不同的发展阶段,每一阶段的发展都体现了该阶段具有的鲜明的特点。苏联时期,俄罗斯高等教育的主体是国立高校,无论是人才的培养还是社会服务、科学研究,国立高校都承担着重要的责任。但是自转型以来,俄罗斯高等教育教育系统发生了质的变化,国力高校不再是唯一为国家培养高级人才的基地,也不再是唯一能够满足来自社会不同教育需求的毕业生输送基地,非国立高校重新复苏,其规模与数量都在不断扩大与增加,向社会展示了其强大的生命力。 本论文共分为四章,每一章的结构及主旨如下: 第一章指出了非国立高校在俄罗斯实现转型后存在的教育质量问题,主要包括四个方面的质量问题,通过对这些问题的分析,可以发现,教育质量是高校生存与发展的根基,是高校保持社会地位与学校声誉的生命线,最重要的是与其未来发展前景与命运息息相关。因此,寻找这些问题的解决路径对于非国立高校的未来发展有着重要的实践意义。 第二章从五个方面论述了非国立高校质量保障体系存在的必要性,即为什么要保障非国立高校的教育质量,通过对每一个点的论述可以发现,俄罗斯非国立高校的存在并非偶然,有其存在的历史性与合理性,五个点的深入论述从侧面反映了非国立高校在俄罗斯高等教育系统中的重要意义,其对国家、社会及个人的作用更是不可替代。 第三章是本文的研究重点,这一章主要阐述了非国立高校质量保障体系所包括的组成部分,该保障体系由三大部分构成:人力保障、财政保障、信息保障。而每一部分又包括了更具体的保障内容,保障体系从不同的路径实施对非国立高校的教育质量的保障,,并对非国立高校的教育质量的提高产生了一定的影响。 第四章围绕非国立高校质量保障体系的特点及其不足展开了分析,保障体系共包括三方面的特点:体系的完善,能够更好地发挥其全面保障非国立高校教育质量的作用;多元化的价值取向,更能体现该保障体系的民主性与客观性;多功能的评估主体,一方面反映了对高校教育质量的全面监控,从而有利于非国立高校不断调整自己的发展方向,实现质的飞跃。
[Abstract]:With the drastic changes in Eastern Europe, the disintegration of the Soviet Union, Russia has undergone a violent social transformation, thus the Russian domestic economy, politics, culture and other aspects of fundamental changes have taken place, however. These changes have had different degrees of influence on the field of education, especially on higher education. Higher education in Russia has experienced different stages of development. In the Soviet period, the main body of Russian higher education is the state university, whether it is the cultivation of talents or social services, scientific research. However, since the transformation of the Russian higher education system has undergone qualitative changes, national universities are no longer the only base for the training of senior personnel for the country. It is no longer the only graduate transportation base that can meet the different educational needs of the society. Non-state colleges and universities are reviving, and their scale and quantity are expanding and increasing, which shows the society its strong vitality. This thesis is divided into four chapters. The structure and the main purpose of each chapter are as follows: The first chapter points out the problems of education quality after the transition of non-State universities in Russia, mainly including four aspects of the quality problems, through the analysis of these problems, we can find out. The quality of education is the foundation of the survival and development of colleges and universities, the lifeline of maintaining the social status and reputation of colleges and universities, and the most important one is closely related to its future development prospects and destiny. Finding solutions to these problems is of great practical significance for the future development of non-state colleges and universities. The second chapter discusses the necessity of the existence of quality assurance system in non-state colleges and universities from five aspects, that is, why to ensure the quality of education in non-state colleges and universities, through the discussion of each point can be found. The existence of non-state universities in Russia is not accidental, it has its history and rationality. The in-depth discussion of five points reflects the significance of non-state universities in the Russian higher education system, which is of great importance to the country. The role of society and individuals is irreplaceable. The third chapter is the focus of this paper, this chapter mainly describes the quality assurance system of non-state colleges and universities, which consists of three parts: human security, financial security. Information security. And each part includes more specific protection content, the security system from different paths to ensure the quality of education in non-state colleges and universities. It has a certain influence on the improvement of education quality in non-state colleges and universities. Chapter 4th analyzes the characteristics and shortcomings of the quality assurance system in non-state colleges and universities. The security system includes three aspects: the perfection of the system. To play a better role in ensuring the quality of education in non-state colleges and universities; The pluralistic value orientation can embody the democracy and objectivity of the security system. On the one hand, the multi-functional evaluation subject reflects the overall monitoring of the quality of education in colleges and universities, which is conducive to the adjustment of their own development direction and the realization of a qualitative leap in non-state colleges and universities.
