中国公立高等学校学术委员会运行模式研究

【摘要】:学术委员会章程是学术委员会的工作纲领,是动态反应其内部运作机理、体现章程制定者利益诉求的规范化制度设计。自《中华人民共和国高等教育法》颁布以来,国内各高校先后设立了学术委员会并制定了相关的章程、条例、细则。然而,学术委员会在其实际运作过程中并未真正体现其“教授治学、学术自由、民主管理”的设立初衷,逐渐沦落为一种尴尬的“摆设”或“工具”。 中国公立高校学术委员会研究是一个既有理论价值又有现实意义的研究课题。不仅能够为高等学校内部管理体制和运行机制改革提供理论支持,同时也符合《国家中长期教育改革和发展规划纲要》和《高等教育法》的内在要求。对学术委员会运行模式的研究有利于明晰各级学术委员会的职责与权限,有利于实现行政权力与学术权力的分离,有利于提高学术管理过程的科学性、民主性与高效性。 本文首先对学术委员会运行模式的基本概念和相关理论基础进行了阐述,并对我国大学学术委员会制度的历史源流进行了回顾。通过对西方大学学术评议会的发展经验及其学术权力结构关系模式的借鉴,总结归纳出了西方大学学术治理过程中以“学术自由、共同治理、专业自主”为核心的三项基本原则及其“分权制衡、科层式管理、委员会制、校长职业化”的现代特征。之后,,通过抽取15所不同层次、类型、区域的中国公立高校学术委员会章程作为文本样例,从职能定位、组织架构、人员构成、运作机理、监督保障等方面对我国公立高校的学术委员会的运行现状进行了调查分析。从组织结构关系、权力配置模式、学术管理体制等角度出发,对我国大学学术委员会现存的问题及原因进行了阐释。 研究认为,中国公立高校学术委员会合理运行应坚持学术自由、民主管理、教授治学的基本原则,具备以学术为本的管理体制、责权分明的机构设置、协调均衡的人员配置、民主科学的决策机制、系统完备的监督体制为内容的基本要素,体现学术委员会作为大学内部学术决策机构的科学、民主、独立、高效。
[Abstract]:The constitution of the academic committee is the work program of the academic committee, and it is the design of a standardized system that dynamically reflects its internal operating mechanism and embodies the interests of the framers. Since the promulgation of the higher Education Law of the people's Republic of China, Academic committees have been set up successively in various colleges and universities in China, and relevant articles, regulations and rules have been drawn up. However, in the course of their actual operation, the academic committees have not really reflected their original intention of "teaching academic research, academic freedom, democratic management". Gradually fall into an awkward "furnishings" or "tools". The research on the academic committee of China's public universities is a research subject of both theoretical and practical significance. It can not only provide theoretical support for the reform of internal management system and operational mechanism of colleges and universities, but also has practical significance. At the same time, it is also in line with the inherent requirements of the outline of the National Medium- and Long-Term Education Reform and Development Plan and the higher Education Law. The study of the operation mode of academic committees is conducive to clarifying the duties and powers of academic committees at all levels. It is helpful to realize the separation of administrative power and academic power, and to improve the scientific, democratic and efficient process of academic management. In this paper, the basic concepts and related theoretical basis of the operation mode of the academic committee are first expounded. By reviewing the history of the academic committee system of universities in China, the author draws lessons from the development experience of the academic council of western universities and the relationship between academic power structure and academic power structure. This paper summarizes the three basic principles of "academic freedom, common governance, and professional autonomy" in the process of academic governance in western universities and their "separation of powers and checks and balances, hierarchical management, committee system," After that, by selecting 15 different levels, types and regions of the articles of association of the academic committees of China's public colleges and universities as text examples, from the aspects of function orientation, organizational structure, personnel composition, operation mechanism, From the aspects of supervision and security, this paper investigates and analyzes the operation status of academic committees in public colleges and universities in China. From the perspectives of organizational structure, power allocation model, academic management system, etc. This paper expounds the existing problems and reasons of the academic committee of universities in China. The study holds that the rational operation of the academic committees of Chinese public universities should adhere to the basic principles of academic freedom, democratic management, and teaching and scholarship, have an academic-oriented management system, have distinct responsibilities and powers of the organization, and coordinate and balance the staffing. The decision-making mechanism of democratic science and the systematic and complete supervision system are the basic elements of the content, which embodies the scientific, democratic, independent and efficient academic committee as the academic decision-making organization within the university.
