内蒙古地区高校中外合作办学组织文化建设研究

【摘要】：2006年5月13日到16日，我国全国首届学校组织文化高层论坛在沈阳召开。这表明在新的形势下，对于学校组织文化的研究与建设已经引起了学术界和理论界的高度重视。随着经济全球化、信息化和市场化进程的推进，教育国际化的浪潮已然到来。中外合作办学如同我国高等教育界的一枝奇葩，自2000年后便在我国境内遍地开花，日渐受到社会的关注。本文所要探讨的正是地处内蒙古自治区的中外合作办学这种独特的高等教育组织的组织文化建设。可以想象，内蒙古地区中外合作办学的组织文化建设会不可避免地受到中国传统文化、内蒙古地区文化及西方外来文化的三重制约。这样必然会造成中外合作办学组织文化独特的文化风格。于是，本文开篇首先分析了当建设组织文化的任务被应用到中外合作办学这种办学组织中后，体现出了哪些异于本土高校组织文化的新特点与新要求。找到新问题，把握新要求，，是做好中外合作办学组织文化建设的前提及保障。接着文章开始进入针对内蒙古地区高校中外合作办学组织文化的现状及问题研究。笔者首先介绍了内蒙古地区中外合作办学的现状。继而着手从中外合作办学形成的流程来探析组织文化的现状。进而把在中外合作办学组织文化形成的过程中所体现出来的问题，归纳总结到组织文化的三个结构层次中。以便对症下药，条理分明地分析不同问题产生的根源并且提出改良建议。文章的第四部分是本文的成果部分。笔者总结上文所提到的问题产生根源，并且有针对性地提出了改良对策。文章的第五部分乃是上文所引用的分析思路的具体应用。文章以内蒙古农业大学与加拿大阿尔伯塔大学合作举办食品科学与工程专业本科教育项目为例。分析了组织文化形成的流程及体现在组织文化各个层次的上的现状及存在的问题，进而提出了改良对策。进一步说明了组织文化建设对于中外合作办学的长远影响。内蒙古自治区地处中国内陆，经济水平及教育水平的发展较中东部地区略显迟缓。中外合作办学作为内蒙古地区高等教育与国际高等教育接轨，全面提高地区高等教育水平的一匹黑马，迅速受到自治区政府的重视及群众的关注。全文以学校组织文化、跨文化管理等相关理论为研究依据，以组织文化建构的视角为切入点，通过对组织自身的文化个性、文化因素的分析和解读，讨论如何树立良好的组织形象，进而吸引国外优秀教育资源并且提高本校办学水平和社会认可度。以期为中外合作办学在内蒙古地区的长远发展谏言。
[Abstract]:From May 13th 2006 to 16th, the first national high-level forum on school organization and culture was held in Shenyang. This shows that under the new situation, The research and construction of school organizational culture has attracted great attention in academic and theoretical circles. With the development of economic globalization, information technology and marketization, The tide of internationalization of education has already arrived. Sino-foreign cooperation in running schools, like a wonderful flower in the field of higher education in China, has bloomed everywhere in China since 2000. What this paper is going to discuss is the organizational culture construction of this unique higher education organization, which is located in Inner Mongolia Autonomous region. The construction of the organizational culture of Sino-foreign cooperation in running schools in Inner Mongolia will inevitably be subjected to Chinese traditional culture. The triple restriction of Inner Mongolia culture and western foreign culture will inevitably lead to the unique cultural style of Sino-foreign cooperatively-run school organization culture. At the beginning of this paper, the author first analyzes which new characteristics and requirements are different from the local universities' organizational culture when the task of building the organizational culture is applied to the Chinese-foreign cooperatively-run school, which is different from the new characteristics and new requirements of the local university's organizational culture. Grasping the new requirements is the premise and guarantee of the cultural construction of the Sino-foreign cooperatively-run schools. Then the article begins to study the current situation and problems of the culture of Sino-foreign cooperatively-run schools in colleges and universities in Inner Mongolia. First, the author introduces the present situation of Sino-foreign cooperation in running schools in Inner Mongolia, and then starts with Chinese-foreign cooperation in running schools. The formation of the process to explore the status quo of organizational culture, and then in the process of the formation of Sino-foreign cooperatively-run school organization culture reflected in the problems, This paper sums up the three structural levels of organizational culture in order to deal with the case, analyze the root causes of different problems in a coherent way, and put forward suggestions for improvement. The 4th part of the article is the result of this paper. The author summarizes the causes of the problems mentioned above, and puts forward some countermeasures. The 5th part of the article is the concrete application of the analysis thought quoted above. This paper takes the cooperation of Inner Mongolia Agricultural University and Alberta University of Canada as an example to organize the undergraduate education project of food science and engineering. The forming process of organizational culture and the present situation and existing problems at all levels of organizational culture are discussed. Furthermore, the author puts forward the improvement countermeasures, and further explains the long-term influence of the construction of organizational culture on the Sino-foreign cooperation in running a school. The Inner Mongolia Autonomous region is located in the interior of China, and the development of economic level and education level is slightly slower than that of the central and eastern regions. A dark horse that comprehensively improves the level of higher education in the region has been attached great importance to by the autonomous region government and paid close attention to by the masses. The full text is based on the relevant theories of school organization culture, cross-cultural management and so on. From the perspective of organizational culture construction, through the analysis and interpretation of the cultural personality and cultural factors of the organization itself, this paper discusses how to establish a good organization image. So as to attract foreign excellent educational resources and improve the level of running schools and social recognition in order to provide advice for the long-term development of Sino-foreign cooperative schools in Inner Mongolia.
