党校在职研究生教育存在的问题与对策研究

【摘要】:在世界政治经济巨大变革带来的影响下,一个以知识经济占主导地位的新世纪呈现在我们的面前。我们的干部队伍在这样的新形势、新挑战和新机遇下,也受到了前所未有的新的考验。要想顺利地把握新情况、解决新课题,提高各级领导干部的素质势在必行。当然,仅仅依靠全日制研究生教育这一条途径来满足社会各方面对应用型高层次专门人才的需求是不够的。所以,我们要充分认识到,开办党校在职研究生教育是历史赋予党校教育的崇高职责,它既是承担起建设新时期有能力的领导干部队伍的需要,又是满足领导干部要提高自身素质这一强烈愿望的需要。同时,党校在职研究生教育在推动干部教育和经济社会发展、扩大党校社会影响、锻炼党校师资队伍、提升党校教学科研水平等方面也有着积极的意义。要想办好党校在职研究生教育,就要在“坚持国家标准,办出党校特色”的目标下,以办学质量为核心。而办学质量的保证,关键在于能否深刻掌握在职研究生教育的规律和特点,培育合格人才。本文通过对党校和高校两种模式在职研究生教育的比较,具体分析党校在职研究生教育在建设学习型社会的大背景下所面临的问题和存在的不足。提出加强社会主义科学理论及实践性教育,在体现“党校姓党”的办学特色中,完善研究生培养方案和课程设置,形成具有党校特色的在职研究生课程体系;通过对选修课、专题课的指导性安排,拓宽学员的知识面,提高学员解决问题的实际能力;通过对“师资库”的积极建设,并提高党校教师的综合素质,优化整合党校师资,促进教学资源共享,实现党校系统教学资源的最优化配置;通过对在职研究生教育教学方式的创新,如对体验式、研讨式、案例式、互动式等教学方式的推广,实现教学相长,提高学员的学习积极性和主动性,从而提高教学质量;通过充分利用多媒体等数字信息技术和计算机网络来改造成人函授在职教育中传统的“面授+自学”的教学模式,解决令学员头疼的“工学矛盾”;通过整合传统的“传授式”教学模式和先进的网络教育教学模式,融合传统和数字网络化两种学习方式,搭建新型的网络化教学平台,实现优势互补;通过建设并实现新型网络化教学模式来提高在职研究生教育的教学效果和教育质量,实现在职教育教学模式和网络教育教学模式的优化整合;通过网络视频教学,共享优质教育资源,缓解师资不足的压力,发挥各级党校名师讲课的社会影响,扩大名师教学效应,把党校知名教授的品牌课、精品课传播交流出去,在充分保证教育质量第一的前提下,实现社会效益的最大化;通过对传统管理制度的改革,即实现从学年制到学分制的转变来为在职研究生提供自由的、放松的、弹性的学习氛围,让学员们有主动学习和自主构建知识体系的机会,这些对提高他们的综合素质和创新能力,促进个性发展都能起到积极的作用;通过对毕业论文指导、评审、答辩等各个环节的严格把关,帮助学员较好顺利地完成毕业论文,最终提高研究生教育的教学质量,促进党校在职研究生教育事业的稳步发展。
[Abstract]:Impact of political economy in the world of great change, a new century dominated by knowledge economy, appeared in front of us. Our cadres in this new situation, new challenges and new opportunities, has also been the hitherto unknown new challenges. To successfully grasp the new situation, solve the new subject, it is imperative to improve the quality of the leading cadres at all levels. Of course, only rely on full-time graduate students this way of education to meet the society for high-level applied talents demand is not enough. So, we should fully understand that open party school postgraduate education is a lofty duty given the history of the Party school education, it is assume the needs of Leading Cadres Construction in the new period have the ability, but also meet the needs of leading cadres to improve their own quality and the strong desire. At the same time, Party School of Graduate Education Education in the education of cadres and promote economic and social development, expand the social influence of school teachers, training school, but also has a positive significance to improve teaching level of scientific research. To run the Party school graduate education, to "adhere to national standards, run out of school characteristics", school quality is the core of the school. The quality assurance, the key is whether the profound grasp of the rules and characteristics of postgraduate education, cultivate qualified talents. Through the comparison of two modes of College Party school and postgraduate education, analyzes the background of the school to build a learning society in graduate education in facing and problems insufficient. Put forward to strengthen scientific socialism theory and practice education, reflected in the "name of the Party School" school characteristics, improve the training programs and curriculum research, has formed School characteristics of the postgraduate curriculum system; the elective course, guiding the arrangement of a special course, to broaden the knowledge of the students, improve the practical ability of students to solve problems; through the active construction of "teachers", and improve the overall quality of school teachers, optimize the integration of school teachers, promote the sharing of teaching resources, optimizing the allocation of teaching resources of Party school system; through innovation of postgraduate education teaching methods, such as experience, discussion, case type, promotion, interactive teaching methods to achieve the learning enthusiasm and improve Teaching benefits teachers as well as students., initiative of students, so as to improve the teaching quality; by making full use of multimedia digital information technology and computer network to transform adult in-service education in the traditional "tutorial + Learning" teaching mode, students solve the headache "contradiction"; through the whole With the traditional "teach" teaching mode and advanced network education teaching mode, the two ways of learning traditional and digital network integration, to build a network teaching platform model, realize the complementary advantages; through the development and implementation of new network teaching model to improve the quality of postgraduate education of teaching and education, implementation the optimization and integration of in-service education teaching mode and the network teaching model; through the network video teaching, sharing of high-quality educational resources, alleviate the pressure of shortage of teachers, to play social influence at all levels of Party school teacher lectures, expand the teacher teaching effect, the well-known brand of Party School professor class excellent course of communication in the premise of fully out, ensure the quality of education first, realize the maximization of social benefits; through the reform of traditional management system, realize the transition from the academic year system to the credit system for the job Graduate students provide free, relaxed, flexible learning atmosphere, let students have active learning and self construction of knowledge system of these opportunities, improve their comprehensive quality and innovation ability, promote the development of personality can play a positive role; through the graduation thesis guidance, strict review, all aspects of defense the better to help students successfully completed the graduation thesis, finally to improve the teaching quality of graduate education, promote the steady development of the Party School of postgraduate education.
