我国高等教育行政问责主体研究

【摘要】:上世纪80年代以来,随着信息时代和知识社会的来临,,高等教育在社会经济发展中的作用日趋明显,承载着越来越多的社会期望,高等教育的社会责任日益成为政府和公众的焦点。高等教育体制的改革、建设对高等教育提出了较高的要求,然而进入大众化阶段的高等教育发展却滞后许多,一些深层的弊端逐渐显现出来,高等教育行政部门的工作绩效倍受社会各界的广泛关注。但目前,我国高等教育行政部门在履行职责中存在不少问题,高等教育发展的这些问题,亟需建立针对高等教育行政部门的问责制度,对高等教育行政问责制度的实施进行有效有力的监管和究责,使不良官员为自身行为付出代价。 本研究以我国高等教育行政问责的主体为研究对象,通过对问责制、行政问责制、教育行政问责、行政问责主体、利益相关者及相关理论进行整理,建构我研究框架,并在对现实实践进行调查和探索的基础上,分析我国高等教育行政问责实施中主体部分存在的困境,并借鉴国外对高等教育问责实施中问责主体研究的思路提出相应改进建议。所以本研究主要包括以下五个部分: 第一部分,引言。本部分主要介绍了论文的选题背景、研究目的与内容、文献综述与研究意义、以及研究思路与方法。在文献综述中,本文围绕着“行政问责主体”、“教育行政问责制”及“相关的政策法规”等几方面来展开,明确了本研究的理论价值和实践意义。 第二部分,我国高等教育行政问责主体研究的相关理论概述。本部分主要对行政问责、教育行政问责、行政问责主体、利益相关者等进行了明晰,并对我国高等教育行政问责的主体进行分类,阐述了本研究所用到的相关理论 第三部分,我国高等教育行政问责主体作用发挥现状及问题分析。本部分运用了访谈调查法、资料分析法等研究方法,对我国高等教育行政问责主体作用发挥现状进行了考查,分析和概括出了我国高等教育行政问责主体作用发挥存在的弊端和问题根源。 第四部分,国外高等教育问责制研究启示。本部分主要阐述了美国、英国等国家高等教育问责制发展中主体的确立及对我国的借鉴意义。 第五部分,完善我国高等教育行政问责主体的若干建议。本部分主要针对我国高等教育行政问责主体确立及作用发挥过程中存在的弊端,在吸收和借鉴国外相关经验的基础上,提出了完善我国高等教育行政问责主体的若干建议。
[Abstract]:Since the 1980s, with the advent of the information age and the knowledge society, the role of higher education in the social and economic development has become increasingly obvious, carrying more and more social expectations.The social responsibility of higher education has increasingly become the focus of the government and the public.The reform of higher education system and the construction of higher education have put forward higher requirements for higher education. However, the development of higher education in the stage of mass education has lagged behind, and some deep drawbacks have gradually emerged.The work performance of higher education administrative departments has attracted wide attention from all walks of life.However, at present, there are many problems in the performance of duties of higher education administrative departments in our country. These problems in the development of higher education urgently need to establish the accountability system for higher education administrative departments.The implementation of administrative accountability system of higher education should be supervised and investigated effectively, and the bad officials should pay the price for their own behavior.This study takes the subject of administrative accountability of higher education in China as the object of study, and constructs my research framework by sorting out the accountability system, administrative accountability system, educational administrative accountability system, administrative accountability subject, stakeholders and relevant theories.On the basis of the investigation and exploration of the practical practice, this paper analyzes the predicament of the main body in the implementation of higher education administrative accountability in our country, and puts forward corresponding suggestions for improvement on the thinking of the research on the accountability subject in the implementation of higher education accountability in foreign countries.So this research mainly includes the following five parts:The first part, introduction.This part mainly introduces the background, research purpose and content, literature review and research significance, as well as research ideas and methods.In the literature review, this paper focuses on "the subject of administrative accountability", "educational administrative accountability system" and "relevant policies and regulations", and makes clear the theoretical value and practical significance of this study.The second part, the related theory summary of the research of higher education administrative accountability subject in our country.This part mainly clarifies the administrative accountability, educational administrative accountability, administrative accountability subject, stakeholders and so on, and classifies the administrative accountability subjects of higher education in China, and expounds the relevant theories used in this study.The third part, the current situation and problem analysis of the main role of higher education administrative accountability.This part uses the method of interview investigation, data analysis and other research methods to examine the current situation of the role of administrative accountability in higher education in China.This paper analyzes and generalizes the malpractice and problem root of the main role of higher education administrative accountability in our country.The fourth part, the foreign higher education accountability research enlightenment.This part mainly expounds the establishment of the main body in the development of the accountability system of higher education in the United States and the United Kingdom and its reference significance to our country.The fifth part, consummates our country higher education administration accountability main body several suggestions.This part mainly aims at the malpractice existing in the course of establishing and exerting the function of the administrative accountability subject of higher education in our country. On the basis of absorbing and drawing on the relevant experience of foreign countries, this part puts forward some suggestions to perfect the administrative accountability subject of higher education in our country.
