高校自主招生政策信念的冲突研究

【摘要】：在倡议联盟框架下分析,自主招生政策的倡议联盟之间存在信念冲突,各联盟之间在政策核心信念上尚未达成一致。因此,有必要在明确"自主招生"真正内涵的基础上,确认自主招生权的公权力属性和公共本性,政府逐步将办学自主权和自由选择权归还高校和学生,吸纳高校、公众、专家学者、新闻媒体、高等教育协会组织等多元权力主体参与,建立配套的责任机制和监督机制,使以学生利益为核心的政策利益得以充分反映和表达。
[Abstract]:Analysis on the advocacy coalition framework, the belief of existence conflict between independent recruitment policy advocacy coalition, the alliance between the policy core beliefs have not yet agreed on. Therefore, it is necessary in the "Independent Recruitment" real connotation, confirm the public power and public property right nature of independent recruitment, the government will gradually autonomy and the right to freedom of choice to universities and students from colleges and universities, the public, experts and scholars, the media, higher education associations and other multi power participation, supporting the establishment of the responsibility mechanism and supervision mechanism, in order to make students' interests as the core of the policy interests can be fully reflected and expressed.
