高校危机管理及其应急机制研究

【摘要】:高校作为高素质人才培养的摇篮而备受社会关注,而大环境的变化又使高校极易成为危机发生的场所。危机管理是管理科学的重要分支,在企业管理和公共管理学中已经得到广泛应用,而高校危机管理作为管理学的延伸,也已成为危机管理中越来越受到人们重视的一部分。 本文在对国内外高校危机管理成果加以整理分析的基础上,对我国高校危机的内涵和外延进行了界定,系统地阐述了危机、突发事件、高校领域的危机之间的区别与联系。第三章引入机制理论,从广义的危机管理范畴入手,借鉴突发事件的应急机制理论,重点介绍了危机管理的机制分类和流程设置,认为高校应健全应急预防机制、事中处理机制和事后评估机制。第四章分析了我国高校危机管理的现状和存在的问题,从阶段策略(预防阶段、处理阶段和善后阶段)和层次策略两方面入手,对现有的缺陷进行检视。第五章则结合高校这一特定领域,从操作层面给出了一些实施建议,明确了高校危机管理的目标和依据,从实际出发,提出高校应转变观念,重视机构建设,完善应急预案体系,加大物质保障力度,加强制度建设,重视新媒体作用和与地方政府的合作等。最后,本文用两个典型事例说明高校应对危机事件的得失。 本文对于扩展应急机制到整个危机管理的过程的尝试,希望起到抛砖引玉之效,也希望本文为平安校园、和谐校园的创建提供一个新的研究视角。
[Abstract]:Colleges and universities, as the cradle of the cultivation of high quality talents, are concerned by the society, and the change of the environment makes them easy to become the place where the crisis occurs. Crisis management is an important branch of management science and has been widely used in enterprise management and public management. As an extension of management, crisis management in colleges and universities has become a part of crisis management that has been paid more and more attention. Based on the analysis of the achievements of crisis management in colleges and universities at home and abroad, this paper defines the connotation and extension of the crisis in colleges and universities in China, and systematically expounds the differences and relations among crises, emergencies and crises in the field of colleges and universities. The third chapter introduces the theory of mechanism, starting with the broad category of crisis management, drawing lessons from the theory of emergency mechanism of emergencies, focusing on the classification and process of crisis management, and holds that colleges and universities should improve the mechanism of emergency prevention. Event handling mechanism and post-evaluation mechanism. The fourth chapter analyzes the present situation and existing problems of crisis management in colleges and universities in China, and examines the existing defects from two aspects: phase strategy (prevention phase, treatment stage and aftercare stage) and hierarchical strategy. The fifth chapter combines with the specific field of colleges and universities, gives some suggestions from the operational level, clarifies the objectives and basis of the crisis management in colleges and universities, and points out that colleges and universities should change their concepts and attach importance to the construction of institutions. Improve the emergency plan system, increase the strength of material protection, strengthen the system construction, attach importance to the role of new media and cooperation with local governments. Finally, this paper uses two typical examples to illustrate the success and failure of colleges and universities in coping with crisis events. This paper attempts to expand the emergency mechanism to the whole process of crisis management, hoping to play the role of inspiration, but also hope that this article for the establishment of a peaceful campus, harmonious campus to provide a new research perspective.
