新型民办本科院校师资队伍建设面临的问题、成因及解决策略

【摘要】:在改革开放的新形势下,我国的民办高等教育伴随着全球知识经济时代的来临,以其特有的发展模式迅速壮大,教育面向市场,机制运作灵活,不仅加快了高等教育的大众化进程,而且还满足了全民多元化素质教育的需求。以区域经济发展为载体,培养服务于地方经济发展的高级应用型人才为目标的新型民办本科院校也正是在这样的社会需求和教育浪潮中孕育而生,但是,在发展过程中,也面临着师资队伍建设和发展的困境。 新型民办本科院校属于高等教育的重要范畴.本文通过国内外研究文献的综合分析和对比,阐述了国内新型民办本科院校师资队伍建设的重要意义和迫切需求,对新型民办本科院校相关理论和概念进行了积极诠释,在明确新型民办本科院校在高等教育发展中的宏观战略定位和自身发展中的微观定位的基础上,提出新型民办本科院校师资队伍建设在师德建设、专业能力、团队协作、制度保障等方面的整体发展目标。 本文通过文献查阅、实证调研、数据对比等方法一方面客观肯定当前新型民办本科院校师资队伍建设在思想上、制度上和行动上所取得成绩,另一方面也深入解剖了当前新型民办本科院校师资队伍建设所面临的共性和个性问题影响和制约着民办高等教育的进一步发展。为了从根本上找出解决问题的办法和对策,笔者从新型民办本科教育发展的实际出发,对问题产生的原因进行综合分析,发现新型民办本科院校师资队伍建设存在思想观念、目标规划、成本逻辑、管理体制等方面严重影响和制约着民办高等教育的内涵建设和发展。为改变现状,笔者在结合国外私立大学师资队伍建设成功经验的同时,紧密围绕国内新型民办本科院校的发展定位及对教师素质的特殊要求,提出新型民办本科院校师资队伍建设的解决对策:准确定位,明晰学校师资队伍建设的战略目标;狠抓落实,逐步推进战略目标向战术目标转变;加强领导,为学校师资队伍建设提供力量保证;切实改变急功近利的学校师资队伍建设指导思想;矫正单一以成本为标准的师资建设逻辑;不断优化师资队伍建设的国家政策环境和校内制度环境等配套措施,逐步形成教师队伍建设和发展的良性运转机制。
[Abstract]:Under the new situation of reform and opening up, the private higher education in our country, with the advent of the era of global knowledge economy, has grown rapidly with its unique development mode, education is oriented to the market, and the mechanism is flexible. It not only speeds up the popularization of higher education, but also meets the needs of diversified quality education. Taking the regional economic development as the carrier and training advanced applied talents serving for the local economic development as the goal, the new type of private colleges and universities are also conceived in such social demand and educational tide. However, in the process of development, Also faced with the construction of teachers and development of the plight. The new private undergraduate colleges belong to the important category of higher education. Through the comprehensive analysis and comparison of domestic and foreign research literature, this paper expounds the important significance and urgent need of the construction of the teaching staff of the new type of private undergraduate colleges and universities in China, and makes a positive interpretation of the related theories and concepts of the new type of private undergraduate colleges and universities. On the basis of defining the macro strategic orientation of the new private undergraduate colleges in the development of higher education and the micro orientation of their own development, the paper puts forward that the new type of private colleges and universities should build teachers' team in the construction of teachers' ethics, professional ability and team cooperation. The overall development goal of system guarantee and so on. On the one hand, through literature review, empirical research, data comparison and other methods, this paper objectively affirms the achievements made in the ideological, institutional and operational aspects of the construction of the teaching staff in the new type of private undergraduate colleges and universities. On the other hand, it also deeply dissects the common and individual problems in the construction of the teaching staff of the new type of private colleges and universities, which influence and restrict the further development of the private higher education. In order to find out the methods and countermeasures to solve the problem fundamentally, the author proceeds from the reality of the development of the new type of private undergraduate education, carries on the comprehensive analysis to the cause of the problem, and finds out that there are ideological ideas in the construction of the teaching staff of the new type of private undergraduate colleges and universities. Objective planning, cost logic, management system and so on seriously affect and restrict the connotation construction and development of private higher education. In order to change the present situation, the author combines the successful experience of foreign private universities in the construction of teachers, and closely revolves around the development orientation of the new type of private undergraduate colleges and the special requirements for the quality of teachers. This paper puts forward the solutions to the construction of the new type of private undergraduate colleges and universities: the accurate orientation, the clarity of the strategic objectives of the construction of the teaching staff, the implementation of the strategic objectives, the gradual transformation of the strategic objectives to the tactical objectives, the strengthening of the leadership, To provide the strength guarantee for the construction of the school teachers, to change the guiding ideology of the construction of the school teaching staff, to correct the single logic of the construction of teachers, which is based on the standard of cost; The national policy environment and school system environment of teachers' construction should be optimized constantly, and the benign operating mechanism of teachers' construction and development should be gradually formed.
