现代大学治理下高校落实办学自主权的问题、难点与对策

【摘要】：办学自主权是高校作为具有公法人地位的组织所应有的权利,是高校作为一个学术性组织的基本诉求。当前不合理的治理体系、低水平的治理能力和不完善的治理制度阻碍了高校办学自主权的落实。因此,转变观念、重构治理体系、提升治理能力和完善治理制度成为落实高校办学自主权的主要途径。
[Abstract]:The autonomy of running a school is the right of a university as an organization with a public legal person status. It is the basic demand of a university as an academic organization. At present, the irrational governance system, the low level of governance and the imperfect governance system have hindered the realization of the autonomy of the University. Therefore, the transformation of the concept, the reconstruction of the governance system and the improvement of the management system Governance capacity and improvement of governance system become the main way to implement the autonomy of universities.
