【摘要】：近些年来,随着我国大学生就业制度的改革和高校招生规模的扩大,我国高等教育进入了大众化阶段,大学毕业生人数逐年递增,就业形势日趋严峻,大学生就业难开始引起全社会的广泛关注。大学生毕业后如果长期找不到工作将会给社会发展带来一系列负面影响,大学毕业生失业会造成教育资源的巨大浪费,降低人们对高等教育投资的积极性,甚至会影响整个社会的稳定。而目前我国尚未建立保护失业大学毕业生这一特殊群体的失业保险,为了保障失业大学毕业生的基本生活以及促使其积极就业,建立大学毕业生失业保险势在必行。本文主要通过对大学毕业生失业的现状、成因分析,提出了建立大学毕业生就业导向型失业保险的初步构想。本文在借鉴国内外已有研究成果的基础之上,共分五部分对我国大学毕业生就业导向型失业保险进行探讨。第一章是引言部分,主要对建立大学毕业生失业保险的选题背景与研究意义、国内外有关失业及大学生失业问题的研究动态、本文的研究思路与研究方法及可能的创新与不足进行论述。第二章对失业概念、失业保险概念进行了界定,并对大学毕业生失业的类型加以划分。第三章通过对大学毕业生就业、失业现状及失业成因的分析后认为我国大学毕业生人数增长迅速、初次就业率呈下降趋势,大学毕业生就业形势日益严峻,建立大学毕业生失业保险势在必行。第四章主要分析了我国现行失业保险制度的发展状况、存在的局限以及缺乏对失业大学毕业生再就业的有力保障。第五章是本文的主体部分,主要从保障对象、基金的筹集、支付、给付标准、给付期限、基金的管理几个方面对建立我国大学毕业生就业导向型失业保险进行了初步构想。
[Abstract]:In recent years, with the reform of college students' employment system and the expansion of college enrollment, higher education in China has entered the stage of popularization, the number of college graduates is increasing year by year, and the employment situation is becoming more and more serious. The difficulty of obtaining employment for college students begins to arouse the widespread concern of the whole society. If college students can not find a job for a long time after graduation, it will bring a series of negative effects to social development. The unemployment of college graduates will cause a huge waste of educational resources and reduce the enthusiasm of people to invest in higher education. It can even affect the stability of society as a whole. At present, unemployment insurance for unemployed university graduates has not been established in China. In order to guarantee the basic life of unemployed college graduates and promote their active employment, it is imperative to establish unemployment insurance for college graduates. Based on the analysis of the present situation and causes of college graduates' unemployment, this paper puts forward a tentative idea of establishing employment-oriented unemployment insurance for college graduates. Based on the existing research results at home and abroad, this paper discusses the employment-oriented unemployment insurance of college graduates in China in five parts. The first chapter is the introduction, which is mainly about the background and research significance of establishing unemployment insurance for college graduates, and the research trends of unemployment and unemployment of college students at home and abroad. This paper discusses the research ideas and research methods and possible innovations and shortcomings. The second chapter defines the concept of unemployment and unemployment insurance, and classifies the types of unemployment of college graduates. The third chapter analyzes the employment of college graduates, the present situation of unemployment and the causes of unemployment, and points out that the number of college graduates in China is increasing rapidly, the initial employment rate is declining, and the employment situation of college graduates is becoming increasingly serious. It is imperative to establish unemployment insurance for college graduates. The fourth chapter mainly analyzes the development of the current unemployment insurance system in China, the limitations of the existing and the lack of effective protection for unemployed university graduates re-employment. The fifth chapter is the main part of this paper, mainly from the object of security, fund raising, payment, payment standard, payment period, fund management, the establishment of employment-oriented unemployment insurance for college graduates in China has been preliminarily conceived.
