湖北省独立学院的现状与制度建设

【摘要】:独立学院经过十几年的发展,已经成为我国高等教育的重要组成部分。然而,作为一种在特定历史时期形成的特殊办学模式,对于它的争论从未停止过。如今,随着高等教育大众化的推进,独立学院所暴露出来的问题越来越多。随着政府对独立学院的管理日趋规范,独立学院的发展也面临更多的机遇与挑战。2008年教育部出台《独立学院设置与管理办法》,独立学院进入“5年过渡期”。湖北省作为拥有独立学院数量最多的省份,在独立学院的发展问题上更应予以重视。 鉴于湖北省的独立学院的发展表现出“先发展后规范”以及“高政策依赖度”的特征,本研究通过对独立学院的相关政策进行分析,理清湖北省的独立学院的发展脉络,梳理湖北省的独立学院目前与政策要求之间的差距;归纳了湖北省的独立学院在学校教育体制、学校管理体制、教育行政体制三个层面上存在的问题与不足。在学校教育体制方面,主要问题在于没有按照相关政策中规定的许可制度来执行,举办者资质不高、资金来源不符合相关规定、办学条件还有所欠缺;同时在招生和毕业生管理方面不规范,地方政府配套政策相对滞后;在学校管理体制方面,还有一部分学校没有切实执行董事会制度,独立学院院长的甄选也没有给予足够重视,没有严格的选聘标准,任期较随意;在教育行政体制方面,地方政府监管力度不足、考核体系不健全。 针对目前湖北省独立学院存在的问题,本研究以制度作为切入点,利用博弈论方法,分析了各利益主体的制度逻辑,并从制度建设的层面提出了相应的政策建议。政策建议包括三个方面,一是政府要为独立学院营造良好的发展环境;二是在文化认知层面要消除公众对独立学院的偏见;三是通过多方合作建立明晰的产权制度。
[Abstract]:After more than ten years of development, independent colleges have become an important part of higher education in China. However, as a special mode of running a school in a specific historical period, the debate on it has never stopped. Today, with the popularization of higher education, independent colleges exposed more and more problems. With the increasingly standardized management of independent colleges by the government, the development of independent colleges is also facing more opportunities and challenges. In 2008, the Ministry of Education issued the "Independent College Establishment and Management measures", and the Independent College entered "five years transition period". Hubei Province, as the province with the largest number of independent colleges, should pay more attention to the development of independent colleges. In view of the fact that the development of independent colleges in Hubei Province shows the characteristics of "first development then norm" and "high policy dependence", this study analyzes the relevant policies of independent colleges and clarifies the development context of independent colleges in Hubei Province. This paper analyzes the gap between the independent colleges in Hubei Province and the policy requirements, and sums up the problems and shortcomings of the independent colleges in Hubei Province on three levels: the school education system, the school management system and the educational administration system. In the aspect of school education system, the main problem lies in not carrying out according to the licensing system stipulated in the relevant policies, the qualification of the organizers is not high, the source of funds does not conform to the relevant regulations, and the conditions for running a school are still lacking. At the same time, the enrollment and graduate management are not standardized, and the supporting policies of local governments are relatively lagging behind. In the school management system, there are still some schools that have not implemented the board of directors system. The selection of independent college dean is not given enough attention, there is no strict selection criteria, the term of office is more casual; in the education administrative system, the local government supervision is insufficient, the appraisal system is not perfect. In view of the existing problems of Hubei Independent College, this study takes the institution as the breakthrough point, using the game theory method, analyzes the institutional logic of the various stakeholders, and puts forward the corresponding policy suggestions from the level of system construction. The policy suggestion includes three aspects: first, the government should create a good development environment for the independent college; second, the prejudice of the public towards the independent college should be eliminated in the cultural cognition level; third, the clear property right system should be established through multi-party cooperation.
