基于DRR教育理念下的高校学生公寓安全管理机制研究

【摘要】：“百年大计,安全第一”。安全工作是高校发展与稳定的基础,学生公寓作为学校的重要组成部分,是大学生日常学习、生活和休息的重要场所,是学校安全工作的重中之重。而随着高校后勤社会化改革的深入,社会资源的引入,在经济、科技等因素的影响下,学生公寓也逐步社会化,其管理体制、运行机制和工作思路、方法等都遇到了新的挑战,而发展中的矛盾日益突出,后勤人员素质参差不齐、学生安全意识不强、学校各部门对学生公寓安全管理认识不同意等问题,引发学生公寓诸多的安全问题。如何加强新形势下学生公寓的管理,为学生营造一个安全、舒适的学习、生活环境,是高校面临的一个重要课题。本文首先对论文背景进行研究,然后采用综合文献分析法就学生公寓存在的安全隐患进行分析,认为学生公寓存在人生安全、财产安全等隐患,主要是因为学校重视不够,基础设施薄弱、学生安全意识淡薄等原因引起的。针对学生公寓目前的现状,分析了DRR教育的背景、理念和内容,特别就DRR教育与学生公寓安全管理的联系进行分析,以我校实施的DRR教育所取得的经验为基础,提出在DRR教育理念下,高校以降低学生公寓风险为重点,增强认识；改进风险信息与预警机制；打造重视安全的文化；强化应急准备四项内容为主的公寓安全管理机制。
[Abstract]:Safety comes first in a hundred years. Safety work is the foundation of the development and stability of colleges and universities. As an important part of the school, student apartment is an important place for college students' daily study, life and rest, and is the most important part of school safety work. With the deepening of the reform of logistics socialization in colleges and universities, the introduction of social resources and the influence of economic, scientific and technological factors, student apartments are gradually socialized, and their management system, operating mechanism, working ideas and methods are all confronted with new challenges. The contradictions in the development are increasingly prominent, the quality of logistics personnel is uneven, students' safety awareness is not strong, the school departments do not agree with the students' apartment safety management and other problems, which lead to a lot of safety problems in student apartments. How to strengthen the management of students' apartments under the new situation and to create a safe and comfortable learning and living environment for students is an important subject facing colleges and universities. This paper first studies the background of the paper, then analyzes the hidden dangers of students' apartments by comprehensive literature analysis, and concludes that there are some hidden dangers such as life safety and property safety in student apartments, mainly because the schools do not pay enough attention to them. The infrastructure is weak, the student safety consciousness is weak and so on causes. In view of the present situation of student apartment, this paper analyzes the background, concept and content of DRR education, especially the relationship between DRR education and student apartment safety management, which is based on the experience of DRR education in our school. Under the concept of DRR education, colleges and universities focus on reducing the risk of student apartments, enhance understanding; improve risk information and early warning mechanism; create a culture that attaches importance to safety; and strengthen the safety management mechanism of apartment based on the four contents of emergency preparedness.
