【摘要】：随着经济的发展,我国对科技创新,尤其是高校的科研越来越重视,对于高校科研的投入逐年增加。为了从日益增加的科研经费中获得更大的社会经济效益,科学有效的管理经费是非常必要的。通过文献,访谈,学科间的调查以及综合分析,本文以实施分级管理模式的Z大学为例分析了该模式下Z大学经费管理的现状,存在的问题以及问题的原因。同时,通过从国外先进地区大学(英国和美国)对于科研经费管理的经验中,作者找到了改善Z大学科研经费管理模式,增强经费管理能力的一些对策建议。首先,分析了目前我国高校科研经费管理的三种模式,他们分别是基于企业财务管理理念的管理模式、基于协调视角的管理模式以及分级管理模式,通过大量的资料分析,本文提出了这三种模式各自的适用性以及局限性。其次,以Z大学为例,了解该校采用分级管理模式的情况。文中首先介绍说明了Z大学科研经费采取分级管理模式的必要性,之后从科研经费来源、科研管理组织机构、科研项目执行、科研项目结项等方面分析了Z大学采用分级管理模式过程中产生的问题以及产生这些问题的原因。再次,由于国外发达地区的高等教育一直以来都处于领先地位,在科研领域的优势和成就更是十分瞩目,本文通过分析国外发达地区高校科研经费管理模式情况,主要以采用集中管理模式的英国和采用分散管理模式的美国作为代表,叙述了这些管理模式的先进性以及对于我国科研经费管理的启示。最后,本文提出了一些完善Z大学科研经费管理模式的对策及建议。针对Z大学管理过程中出现的问题结合我国情况主要从政府层面、大学层面、科研管理人员层面和科研人员层面几个方面提出一些加强和完善Z大学科研经费分级管理模式的建议。
[Abstract]:With the development of economy, our country pays more and more attention to scientific and technological innovation, especially the scientific research in colleges and universities, and the investment in scientific research in colleges and universities is increasing year by year. In order to obtain more social and economic benefits from the increasing scientific research funds, it is necessary to manage the funds scientifically and effectively. Through literature, interview, interdisciplinary investigation and comprehensive analysis, this paper takes Z University as an example to analyze the current situation, existing problems and reasons of funds management in Z University. At the same time, from the experience of universities in advanced regions abroad (UK and USA) on the management of scientific research funds, the author finds some countermeasures and suggestions to improve the management mode of R & D funds in University Z and to enhance the ability of funds management. This paper analyzes the three models of scientific research funds management in colleges and universities in China, which are based on the concept of enterprise financial management, management model based on coordination perspective and hierarchical management mode, and through a large number of data analysis. In this paper, the applicability and limitation of the three models are presented. Secondly, taking Z University as an example, the paper discusses the application of the hierarchical management model in the university. This paper first introduces the necessity of adopting the hierarchical management model of scientific research funds in Z University, and then from the sources of scientific research funds, the organization of scientific research management, and the implementation of scientific research projects, This paper analyzes the problems in the process of adopting the hierarchical management model in Z University and the reasons for these problems. Thirdly, the higher education in developed regions abroad has always been in the leading position. The advantages and achievements in the field of scientific research are even more remarkable. Through the analysis of the management mode of scientific research funds in foreign developed regions, this paper mainly takes the United Kingdom with centralized management mode and the United States with decentralized management model as the representative. This paper describes the advanced nature of these management models and their enlightenment to the management of scientific research funds in China. Finally, this paper puts forward some countermeasures and suggestions for perfecting the management mode of scientific research funds in Z University. In view of the problems in the process of Z university management, combining with the situation of our country, it is mainly from the government level, the university level, Some suggestions on how to strengthen and perfect the hierarchical management model of scientific research funds in Z University are put forward in the aspects of scientific research managers and researchers.
