我国高校信息保密制度的构建与评估研究

【摘要】：中华民族是一个有着浓重保密传统的民族，中国是保密文化兴盛的国度。在国家大力推行信息公开的大背景下，保密工作的重要性同样不容小觑。高校承担着高层次人才的培养和科学研究的重大使命。虽然有关高校信息公开与保密的相关联系已经明显引起了国内外学者的足够重视,并产生了一系列的研究成果,但对于《高等学校信息公开办法》和2010年颁布的新《中华人民共和国保守国家秘密法》的协调实施的相关研究还涉及甚少。为此,在目前有关高校信息公开中对于具体的配套制度的专门研究较少的情况下,本文试图对高校信息公开制度的关键机制——高校信息保密制度的构建和运行进行系统梳理,并提出监督机制和评估办法。本文以高校信息的保密制度为主体研究内容,结合《政府信息公开条例》、《高等学校信息公开办法》、《教育部政府信息公开保密审查规范（试行）》和新《保密法》等相关法律法规和相关文献资料展开研究和阐述。分析了保密工作在高校信息公开工作中存在的不足,同时探究了高校信息保密制度的具体构建、运行与评估办法,最终提出了完善我国高校信息保密制度的构想。全文分四个部分，分别介绍了高校信息保密制度的理论基础，探究了我国高校信息公开与保密之间的辩证关系，以及我国高校现行保密工作的现状和面临的挑战，在此基础上提出了我国高校信息保密制度的构建、运行与监督评估机制。本文旨在为我国高校保密制度构建具体制度模式。
[Abstract]:The Chinese nation is a nation with a strong tradition of secrecy, and China is a prosperous country with a culture of secrecy. In the context of national efforts to promote information disclosure, the importance of confidentiality should not be underestimated. Colleges and universities undertake the great mission of cultivating high-level talents and scientific research. Although the related links between the disclosure and confidentiality of university information have obviously attracted enough attention from scholars both at home and abroad, and have produced a series of research results, However, there are few related studies on the coordinated implementation of the measures for the opening of Information in Colleges and Universities and the New Law of the people's Republic of China on the Protection of State Secrets issued in 2010. Therefore, under the condition that there are few special researches on the specific supporting systems in the information disclosure of colleges and universities, this paper attempts to systematically comb the construction and operation of the key mechanism of the information disclosure system in colleges and universities, that is, the construction and operation of the information secrecy system in colleges and universities. And put forward the monitoring mechanism and evaluation methods. This paper takes the secrecy system of university information as the main research content, Combined with the regulations on the publicity of Government Information, the measures for the publicity of Information in Colleges and Universities, the Standard of secrecy Review of the publicity of Governmental Information of the Ministry of Education (trial), and the new secrecy Law, and other relevant laws and regulations, and related documents and materials, this paper makes a study and elaboration. This paper analyzes on the shortcomings of secrecy in the work of information disclosure in colleges and universities, probes into the concrete construction, operation and evaluation methods of the system of information secrecy in colleges and universities, and finally puts forward the idea of perfecting the system of information secrecy in colleges and universities in China. The paper is divided into four parts, which respectively introduces the theoretical basis of the information secrecy system in colleges and universities, probes into the dialectical relationship between the information openness and secrecy in colleges and universities in China, as well as the present situation and challenges of the current security work in colleges and universities in China. On this basis, this paper puts forward the construction, operation, supervision and evaluation mechanism of information secrecy system in colleges and universities in China. The purpose of this paper is to set up a specific system model for the secrecy system of colleges and universities in China.
