沈阳市初中学校素质教育督导评估方案设计与实施

【摘要】:2011年,国家教育部教育督导团为了进一步推动中小学校全面实施素质教育,全面提高教育质量,结合国家中长期教育发展规划,出台了《中小学校素质教育督导评估办法》,并要求各省市结合实际情况,研究制定本地区督导评估方案及实施细则,为此,沈阳市人民政府教育督导室在总结了国内外素质教育研究现状,特别是学习国内各省市在实施素质教育开展学校素质教育督导评估工作经验的基础上,创新性地使用了360度评估考核法,并按照360度评估法实施的流程,设计了评估方案的指标体系架构,选择了指标体系的内容,分配了指标标准及权重,完善了评估要点,制定了评估信息采集相关量表,最终形成了《沈阳市初中学校素质教育督导评估指标体系》。同时为了了解及完善新的评估指标体系的合理性及可行性,又制定了督导评估实施的方案,并在大东区开展了试评估,经过近一年时间的实践研究与探索,该指标体系能够比较全面具体地反映学校素质教育工作的实际,所评估的结果客观、真实、可信,360度评估法对区域学校素质教育工作的评价具有较好的公正性、科学性、可行性。
[Abstract]:In 2011, in order to further promote the overall implementation of quality-oriented education in primary and secondary schools and improve the quality of education, the National Ministry of Education Education Supervision Mission, in conjunction with the national medium- and long-term education development plan, The "measures for the Supervision and Evaluation of quality Education in Primary and Middle Schools" has been issued, and the provinces and municipalities are required to study and formulate their own supervision and evaluation plans and implementation rules in the light of the actual situation. For this reason, On the basis of summing up the current research situation of quality education at home and abroad, and especially learning from the experience of carrying out quality education in schools in various provinces and cities in China, the Education Supervision Office of Shenyang Municipal people's Government has summarized the current situation of quality education research at home and abroad. In this paper, the 360-degree evaluation method is innovatively used, and according to the process of 360-degree evaluation, the index system structure of the evaluation scheme is designed, the content of the index system is selected, the index standard and weight are allocated, and the evaluation key points are improved. The evaluation information collection scale was established, and the evaluation index system of quality education supervision in junior high school in Shenyang was formed. At the same time, in order to understand and perfect the rationality and feasibility of the new evaluation index system, a scheme of supervising and implementing the evaluation has been formulated, and a trial evaluation has been carried out in the Dadong District. After nearly one year of practical research and exploration, This index system can comprehensively and concretely reflect the reality of quality education in schools, and the evaluation results are objective, true and credible. The evaluation method of 360 degrees is fair and scientific in evaluating the quality education work in regional schools. Feasibility.
