内蒙古普通高等学校投资来源问题研究

【摘要】：近些年来,内蒙古经济持续高速发展,引起社会各界的广泛关注,这种迅猛发展的势头被称为“内蒙古现象”。但是内蒙古经济快速增长的背后存在许多问题,对这些问题进行分析得出,内蒙古经济发展对科技进步和高素质、高技能人才需求迫切。因此内蒙古急需加大人力资本投资,高水平的人力资本能够促进生产领域科技创新、促进产业结构升级、增加人民收入。而人力资本投资最基本的形式就是教育投资,基于内蒙古急切需要高素质和高技能人才的现实,内蒙古需要大力发展高等教育。高等教育要发展,充足的经费来源是关键,教育经费的多少直接影响高等教育发展的规模和质量。本文着重对内蒙古普通高等学校教育投资各渠道进行分析,并与全国各地区地方属普通高等学校作比较,分析各来源渠道的经费现状、存在的问题及原因,并对各来源渠道的潜力进行分析,从而得出内蒙古普通高等学校未来经费发展方向,更好地促进内蒙古普通高等教育健康、持续、快速发展。高等教育的快速发展,必然为内蒙古经济发展注入大量高素质和高科技人才解决内蒙古经济发展中对人力资本的迫切需求。根据人力资本理论,提高人力资本水平能够从根本上解决内蒙古经济发展中存在的问题。
[Abstract]:In recent years, the sustained and rapid economic development in Inner Mongolia has attracted wide attention from all walks of life, and the momentum of rapid development is called "Inner Mongolia phenomenon". However, there are many problems behind the rapid economic growth in Inner Mongolia. The analysis of these problems shows that the development of Inner Mongolia economy is in urgent need of scientific and technological progress, high quality and high skill talents. Therefore, Inner Mongolia is in urgent need of increasing investment in human capital. The high level of human capital can promote scientific and technological innovation in the production field, promote the upgrading of industrial structure, and increase people's income. The most basic form of human capital investment is education investment. Based on the reality that Inner Mongolia urgently needs high-quality and highly skilled personnel, Inner Mongolia needs to vigorously develop higher education. To develop higher education, adequate sources of funds are the key, and the amount of educational funds directly affects the scale and quality of the development of higher education. This paper focuses on the analysis of various channels of education investment in ordinary colleges and universities in Inner Mongolia, and compares them with those of local colleges and universities in various regions of the country, and analyzes the current situation, existing problems and causes of the funds from various sources. By analyzing the potential of various sources, we can find out the direction of the development of the future funds of the ordinary colleges and universities in Inner Mongolia, and better promote the healthy, sustained and rapid development of the ordinary higher education in Inner Mongolia. The rapid development of higher education is bound to inject a large number of high-quality and high-tech talents into the economic development of Inner Mongolia to solve the urgent needs of human capital in the economic development of Inner Mongolia. According to the theory of human capital, raising the level of human capital can fundamentally solve the problems existing in the economic development of Inner Mongolia.
