我国大学科技园的功能定位及发展评价研究

【摘要】：以大学为依托的大学科技园,主要借助于大学的师资力量和科研力量来提高高新技术产业化的速度,它不仅仅是以科学技术为第一生产力的中小型企业的孵化中心,同时也是大学教学、科研与社会经济发展结合的窗口。大学科技园的发展必须建立在对大学科技园功能准确分析的基础上,而科学的大学科技园的发展评价指标体系,既是大学科技园发展的评估依据,也对大学科技园的发展具有重要的指导意义。因此,需要有一套完善的功能定位和发展评价体系,用于定位、分析、评价大学科技园的发展。虽然我国的大学科技园发展评价工作已取得了较大的进步,但是迄今尚无较为统一与权威的评价指标体系,尤其是有关发展评价的指标体系。功能定位不准确,评价指标体系不完善,评价方法不科学,这些都将影响我国大学科技园的可持续发展。本文以国家大学科技园“十五”发展规划纲要和国家大学科技园评估(验收)指标体系作为大学科技园功能定位的指导思想,对大学科技园的功能进行了分析定位,在分析大学科技园功能定位的基础上,构建了大学科技园发展评价指标体系,并基于中心法和最大熵-逼近理想值方法,建立组合赋权模型。选取6家大学科技园作为评价对象,采用AHP和熵值法,根据本文建立的组合赋权模型,计算组合权重,最后对6家大学科技园的发展状况进行评价,并根据评价结果,比较各大学科技园发展中的优势和不足,确定影响大学科技园发展的关键因素,进而从确立大学科技园在现代科技发展中的主体地位、加强政产学研协同创新,完善大学科技园功能和改变大学科技园发展模式三个方面,提高大学科技园在社会的影响力度,提出促进我国大学科技园发展的相关对策。
[Abstract]:The university science and technology park, relying on the university, mainly relies on the faculty and scientific research strength of the university to improve the speed of high-tech industrialization. It is not only the incubating center of small and medium-sized enterprises with science and technology as the first productive force. Also is the university teaching, the scientific research and the social economic development unifies the window. The development of the university science and technology park must be based on the accurate analysis of the function of the university science and technology park, and the scientific evaluation index system of the university science and technology park is the evaluation basis for the development of the university science and technology park. Also has the important guiding significance to the university science and technology park development. Therefore, it is necessary to have a set of perfect function orientation and development evaluation system, which can be used to locate, analyze and evaluate the development of university science and technology park. Although great progress has been made in the evaluation of the development of university science and technology parks in China, there is no unified and authoritative evaluation index system, especially the index system of development evaluation. The function orientation is not accurate, the evaluation index system is not perfect, the evaluation method is not scientific, all these will affect the sustainable development of the university science and technology park of our country. Based on the outline of the National University Science and Technology Park's "Tenth Five-Year Plan" and the evaluation (acceptance) index system of the national university science and technology park as the guiding ideology of the function orientation of the university science and technology park, this paper analyzes the function of the university science and technology park. On the basis of analyzing the function orientation of the university science and technology park, the evaluation index system of the university science park development is constructed, and the combination weight model is established based on the central method and the maximum entropy-approaching ideal value method. Six university science parks are selected as evaluation objects, and the combined weights are calculated according to the combined weight model established in this paper by using AHP and entropy method. Finally, the development status of six university science and technology parks is evaluated, and the evaluation results are given. By comparing the advantages and disadvantages in the development of university science and technology parks, the key factors affecting the development of university science and technology parks are determined, and the main position of university science and technology parks in the development of modern science and technology is established, and the cooperative innovation of politics, production, education and research is strengthened. In order to improve the function of university science park and change the development mode of university science park, the influence of university science park on society is improved, and the relevant countermeasures are put forward to promote the development of university science and technology park in our country.
